Probe of 3,603 ‘DUIs’ launched

POLICE have launched a thorough probe into a total of 3,721 so-called Deaths Under Investigation (DUIs) which since July 1 last year up to last Monday have already reached 3,603, the Philippine National Police leadership said yesterday.

Of the 3,721 “DUI” victims, 29 are policemen, 17 are members of the Armed Forces, 49 are elected government officials, one is a member of another law enforcement agency, seven are government employees and 3,430 are civilians accused of involvement in illegal drug activities, said PNP spokesman Senior Superintendent Dionardo B. Carlos.

Carlos, citing a report from the PNP Directorate for Investigation and Detective Management, also said of the 875 “DUIs” which left 922 victims dead during the period under review, police have already arrested 543 suspects while 332 others remain at-large and are being hunted.

Of the 922 victims, Carlos said 6 are policemen; 9 were soldiers; 1 was another law enforcement agent; 14 were private sector employees and 860 were government employees.

PNP-DIDM Director Augusto M. Marquez Jr. described “DUIs” as murder cases outside of police operations regardless of the motive which are yet to be cleared or solved.
   
Marquez said “Investigation Concluded” refers to the status of murder cases outside of police operations regardless of the motive which have been cleared or solved.
   
The official said they consider a case as “cleared” if at least one of the offenders has been identified and there is sufficient evidence to charge him or he has been charged before the prosecutor’s office or any other court of appropriate  jurisdiction
   
On the other hand, a case is considered “solved” when the following elements concur: the offender has been identified; there is sufficient evidence to charge him/her; the offender has been taken into custody;  and the offender has been charged before the prosecutors office or court of appropriate jurisdiction.
   
A report to PNP chief Director General Ronald “Bato” M. dela Rosa said that from July 1 to last Tuesday, 41,271 operations in line with the PNP Project: Double Barrel Alpha have been conducted by the police across the country leading to the arrest of 44,498 drug personalities and the killing of 2,219 others in gunbattles with officers.
