11 PUVs apprehended at NAIA after overcharging incident

Following a viral incident involving a taxi driver reportedly overcharging a local passenger raising public concern over abusive transport practices at the Ninoy Aquino International Airport (NAIA), authorities have stepped up enforcement at the premier airports.

It was learned that in response to growing public concern, joint personnel from the PNP Aviation Security Group, led by Acting Director PBGen Jason Capoy and the Land Transportation Office – Central Office , Special Action Office (SAO), led by Director Francis Ray Almora, CESO VI, conducted intensified operations against colorum and contracting taxi at NAIA.

The heightened operations resulted in the apprehension of 11 public utility vehicles (PUVs) for illegal contracting of passengers and committing franchise violations within the NAIA premises from 10:30 a.m. to 5 p.m. of June 25, 2025. Their violations fall under the provisions of Joint Administrative Order (JAO) 2014-01, with a first offense penalty of P5,000.

Said drivers and their respective franchises are now undergoing evaluation while appropriate administrative penalties are being imposed based on the nature and frequency of their violations.

The operation’s success stemmed from the collaborative efforts of the Manila International Airport Authority, through General Manager Eric Jose Ines; the NAIA Infra Corporation (NNIC) led by General Manager Angelito Alvarez and the Office for Transportation Security, under the supervision of its Administrator, Undersecretary Arthur Bisnar, along with other airport authorities.

“The recent incident serves as a wake-up call. These violations threaten our goal of safe and fair transport for all. That’s why we are working closely with the LTO, airport authorities and other law enforcement agencies to monitor transport activities more aggressively. This is only the beginning of a series of sustained actions,” said PBGen Capoy.
