2 ex-cops nabbed for try to kidnap Chinese nat’l

TWO former members of the Philippine National Police (PNP) were arrested after they tried to abduct a Chinese national Friday evening in Pasay City.

Pasay police chief P/Col. Erickson Dilag identified the arrested suspects as Eduardo Cayabyab, 48, a retired policemen whose last assignment was in the Tawi-Tawi Police Provincial Office (PPO) and resident of Dalisay St. Brgy. Plainview, Mandaluyong City and Edward Gacutan, 32, a dismissed PNP assigned in Bataan PPO, Region 3 with given address in Bgy. San Jose Centro Enrile, Cagayan.

The two were arrested after they tried to abduct a male Chinese national identified as Jin Hua Huana, 30, temporary billeted at Sogo Hotel located at the corner of F.B. Harrison and EDSA and resident of Unit P Tropicana Village, Tambo, Paranaque City.

P/Maj. Jerry Sunga of the Pasay police said the victim was about to board a taxi driven by Ronald Carribo at around 6:45 p.m. on Friday along F.B Harrison when Cayabyab, while armed with a gun and wearing police uniform accosted him for not wearing face shield.

Cayabyab forcibly dragged the victim into the taxi and ordered Carribo to drive straight ahead before he told the latter to stop where Gacutan, in civilian clothes, was waiting for them.

Gacutan who also introduced himself as policeman boarded the cab but the victim was able to struck his head and jumped outside the taxi then ran towards Sogo Hotel to seek assistance.

The suspects chased Jin Hua but before they could force the victim to go with them, operatives of the Pasay Mobile Police Sub-Station 3 and elements of the Intelligence Section arrived and arrested the two former cops.

Police said elements of the PNP-Integrity Monitoring and Enforcement Group (IMEG) who were conducting monitoring operations along EDSA about reports on a series of robbery holdup victimizing foreign nationals, also responded to the scene when they noticed the commotion.

Dilag said the arrested suspects will be presented for inquest proceedings before the Pasay City Prosecutor’s Office on charges of kidnapping, usurpation of authority, use of uniform and insignia, theft and violation of R. A. 10591, Section 29 otherwise known as Use of Loose Firearm in the Commission Of Crime.
