Another OTS screening officer nabbed, this time for missing watch of chinese passenger

The issue came just days after five OTS personnel were relieved owing to a complaint from a foreign passenger that his money was taken. A video taken of the incident went viral.

This time around, SSO Valeriano Diaz Ricaplaza Jr. , 31,was arrested after a Chinese passenger identified as Sun Yuhon, complained that his watch was missing inside his hand carry bag after it underwent x-ray.

SSO Ricaplaza denied the accusation of the passenger as the two were brought to the Closed Circuit Television (CCTV) room to view the incident where Ricaplaza was seen taking away the said item.

The arrest was made by the Philippine National Police Aviation Security Group (PNP-AVSEGROUP) and the Airport Police Department (APD) at the Ninoy Aquino International Airport (NAIA) terminal 1, in coordination with Office of Transportation Security (OTS) and the Manila International Airport Authority (MIAA). Ricaplaza is now in the custody of the PNP-AVSEGROUP for further questioning.

OTS spokesperson Kim Marquez said that OTS Administrator Ma. O Aplasca has vowed that “management will not stop performing its duties until we are down to the last scalawag within our ranks and we will never tolerate any illegal activities of our personnel.”

Marquez added that this is one of the actions undertaken by the OTS management to address longstanding issues of lack of effective supervision that prevents the effective suppression of illegal activities at the screening checkpoint.

It was learned that Aplasca ordered the designation of OTS Regional Heads and Terminal Chiefs to regularly inspect, monitor and oversee the security screening operations and that this has led to the immediate detection of illegal activities and ensured on the spot correction on security deficiencies at airport screening operations.

This was further bolstered by the constant coordination among airport authorities such as the PNP-AVSEGROUP, the MIAA and the OTS itself.
