FORMER Philippine National Police chief-turned Senator-Elect Ronald ‘Bato’ M. dela Rosa yesterday said he is on a mission in Senate to craft a law that will restore the death penalty in which convicted traffickers of over one kilo of shabu will be publicly executed by a firing squad.
“Dapat gawing public execution para matakot ang mamamayan, para ‘di pamarisan. Firing squad sa plaza, live telecast, covered by the media para makita ng taumbayan na hindi tayo dapat gumawa niyo. Magiging deterrent ‘yan,” the former PNP chief who led the first salvo of President Duterte’s war on drug since July 2016 told newsmen at Camp Crame.
Although Congress had abolished capital punishment in June 2006, dela Rosa said he is ready to face expected criticisms from various international and local rights groups including the Commission on Human Rights.
“Bahala sila. Kahit naman anong gawin, nagre-react sila eh,” said the member of Philippine Military Academy ‘Sinagtala’ Class of 1986 whose promise to file a bill that will restore the death penalty for big-time drug traffickers earned him the approval of millions of voters.
The senator-elect who is set to take over the chairmanship of the Senate Public Order and Dangerous Drugs Committee from another former PNP chief, Sen. Panfilo ‘Ping’ M. Lacson had said that his proposal would see to it that the death penalty would be imposed on persons who will be found guilty of trafficking and possession of a minimum of one kilo of shabu and similar dangerous drugs and would not include ‘small-time’ street-level drug dealers whose penalty will remain based on the current Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.
De la Rosa was the guest of honor and speaker during the PNP Civil Security Group – Supervisory Office for Security and Investigation Agency (CSG-SOSIA) 2019 Stakeholders’ Summit held at the PNP multi-purpose center in Camp Crame.
The summit with the theme “Genuine Transformation Towards a Better Private Security Industry and s Secured Nation” aimed to further enhance the partnership between the PNP and its stakeholders from the private security sector, said PNP-CSG director, Major General Reynaldo G. Biay.
In his speech before some 200 heads of private security provides, security agency operators and private security training institutes, de la Rosa underscored the crucial role of the civil security sector in ensuring a safe and secure environment for industries to grow, generate jobs, and spur socio-economic development.
