The Bureau of Internal Revenue (BIR), under the leadership of Commissioner Romeo D. Lumagui, Jr., made a strong impact at the 2024 Ease of Doing Business Convention, organized by the Anti-Red Tape Authority (ARTA) on October 30, 2024 in Pasay City.
The event, held with the theme “METRIC: Maximizing Efficiency Through Regulation, Innovation, and Collaboration,” focused on the government’s efforts in reforming the business environment and enhancing regulatory processes in the Philippines. It provided an engaging platform for government agencies to connect with various stakeholders, including business leaders, entrepreneurs, government officials, and the general public.
Highlighting the sub-theme “Partners in Progress: Recognizing Government and Industry Champions/Stakeholders,” the Convention celebrated the successes achieved through robust public-private partnerships, which have significantly contributed in creating a more business-enabling environment across the country.
During the convention, the BIR, represented by Assistant Commissioner Janette R. Cruz and other regional/district officials, received particular recognition from ARTA Undersecretary Genesis R. Abot who commended the agency for its notable accomplishments in promoting transparency and responsiveness. The BIR was praised for initiating a remarkable volume of both Open and Discreet Investigations and for achieving a Closure Rate of 73.17%, having resolved 30 out of 41 complaints received through the Committee on Anti-Red Tape (CART) indorsements. This impressive performance earned the BIR the distinction of being the Top Government Agency with the highest number of resolved CART indorsements as of October 3, 2024.

Adding to the Bureau’s achievements is the ARTA Report Card Survey (RCS) Silver Award given to the BIR National Office, Revenue District Office (RDO) No. 17A – Tarlac City, Tarlac, RDO No. 6 – Urdaneta City, East Pangasinan, RDO No. 86 – Borongan City, Eastern Samar, and Revenue Region No. 6 – City of Manila for their Very Satisfactory rating in the 2023 Report Card Survey (RCS) 2.0 (Batch 1).
Each office was awarded with a Plaque of Recognition for their Very Satisfactory performance in delivering government services, as determined thru the RCS. This survey gathers public perception data on the quality, efficiency, and adequacy of services provided by government offices.
The awards received by the BIR underscore the agency’s commitment in enhancing its operational efficiency and delivery of taxpayer service.
Commissioner Romeo D. Lumagui, Jr. extended his congratulatory remarks to all the BIR personnel behind these achievements by saying, “I am happy to know that you are constantly committed in ensuring that the BIR complies with the mandate of RA No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act which is also aligned with our goal of Excellent Taxpayer Service. May this serve as an inspiration to other BIR offices and revenue personnel to exert greater efforts in continuously improving our delivery of taxpayer services.”
