CAAP enhances aviation oversight

Beginning July 1, the Civil Aviation Authority of the Philippines (CAAP) has implemented the use of the digital Safety Reports Portal to streamline the reporting of safety occurrences and support the timely identification and mitigation of aviation safety risks.

CAAP spokesman Eric Apolonio said the Safety Portal is classified into two categories: mandatory and voluntary reporting. Mandatory reporting covers aviation incidents, accidents, serious incidents, and other safety-related occurrences. Voluntary reporting, meanwhile, includes observations of latent conditions, insights on human factors, operational anomalies, unsafe situations, suggestions for safety improvements, and self-disclosure of non-compliance.

This mandate, he said, is issued in accordance with the Philippine Civil Aviation Regulations (PCAR) and applies to all organizations, personnel and individuals involved in reporting safety-related events to CAAP, whether mandatory or voluntary. It covers all certificated and approved aviation entities, licensed aviation professionals, and any individual with direct knowledge of aviation safety occurrences.

While this effort encourages transparency and information sharing, CAAP remains committed to safeguarding the confidentiality and integrity of submitted data, in full compliance with the Data Privacy Act of 2012 (RA 10173).
