Canada, Philippines Strengthen Cybersecurity Partnership

David Hartman and Alexander K. Ramos
Canadian Ambassador to the Philippines David Hartman committed to deploy experts to the Cybercrime Investigation and Coordinating Center during his visit to the National Cybercrime Hub (NCH) in Bonifacio Global City in Taguig City on March 10. He was welcomed by CICC Executive Director Alexander K. Ramos and considers the partnership to be pivotal in strengthening the country’s cybersecurity posture.

Canada has committed to strengthen its cybersecurity partnership with the Philippines by providing experts training to the Cybercrime Investigation and Coordinating Center (CICC).

Canadian Ambassador to the Philippines David Hartman made the commitment during his visit to the National Cybercrime Hub (NCH) in Bonifacio Global City in Taguig City on March 10.

The Canadian Ambassador also commended the CICC for its outstanding efforts in fighting cybercrime.

CICC and Canada’s Cyber Centre—the country’s authority on cybersecurity—would serve the interests of both nations.

In line with Canada’s commitment to promoting cybersecurity resilience in the Asia-Pacific, Ambassador Hartman offered to deploy Canadian experts to conduct specialized training at the NCH.

Leading the initiative is Sami Khoury, former head of the Canadian Cyber Centre (2021–2024) and a veteran in cyber defense.

“This collaboration is also part of Canada’s broader strategy to establish a secure economic corridor in the region, ensuring safe and resilient digital infrastructure for trade and investment,” Ambassador Hartman said.

CICC Executive Director Alexander K. Ramos welcomed the partnership with Canada.

“This will equip the Philippines with world-class technical and analytical skills to protect its digital infrastructure,” he said.

Ramos added that Khoury’s expertise, shaped by decades at Canada’s Communications Security Establishment, will be instrumental in strengthening the country’s cybersecurity posture.
