A Chinese fugitive wanted by authorities in China for kidnapping was deported by the Bureau of Immigration (BI).
BI spokesperson Dana Sandoval said the immediate deportation of Shi Chunfang, 40, was requested by the Embassy of the People’s Republic of China and carried out on the evening of December 22, with Shi boarding a Xiamen Air flight bound for Jinjiang, where he was immediately taken into custody by Chinese authorities.
The Chinese Embassy, through a formal letter, thanked the BI for facilitating Shi’s removal, which will allow Chinese law enforcement to promptly assume custody and proceed with the criminal cases filed against him, Sandoval said.
According to Sandoval, Shi was arrested by BI operatives on December 14 in a residential area in Taytay, Rizal, after it was confirmed that he is the subject of a warrant of arrest issued in 2024 by the Public Security Bureau of Jinjiang City. The Chinese Embassy also informed the BI that Shi’s passport had already been cancelled, rendering him an undocumented alien under Philippine immigration laws.
Based on records. Shi was the subject of a blacklist order issued in January and a watchlist order issued in July for being an undesirable alien, following the BI’s receipt of information about his crimes abroad.
Arrested with him was Shuguang Fan, 37, who was found to be ordered already to leave the country in 2023 due to his prolonged and unexplained stay.
The BI temporarily deferred its implementation to allow coordination with the Department of Justice, the Department of the Interior and Local Government and the Philippine National Police to determine possible local criminal liability.
On the date of the deportation, the BI received a confirmation from the Philippine National Police that Shi does not have any pending cases with the law enforcement agency, allowing the BI now to implement the deportation.
Sandoval said the BI ensured that due process was observed and that all coordination with concerned agencies was completed before the deportation was carried out and as a result of the deportation, Shi’s name was included in the BI’s blacklist, effectively barring him from reentering the Philippines.
