Comelec implements prohibitions as BPE campaign period kicks off

Commission on Elections (Comelec) Chairman George Erwin Garcia said that certain prohibited acts will be in place in connection with the start of the campaign period for the 2025 Parliamentary Elections sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Thursday, August 28, 2025.

Garcia said the campaign period for the BARMM Parliamentary Elections (BPE) lasts until October 11, 2025, while the election itself takes place on October 13, 2025.

Among those prohibited are the following: giving of donations to candidates, their spouses or relatives up to the second civil degree of consanguinity or affinity, campaign managers or their representatives; assignment or use of special policemen, confidential agents or individuals performing the same functions; assignment, detail or hiring of new employees and creation of new positions in government agencies or instrumentality, whether national or local, including government-owned or controlled corporations (GOCC), unless there is a prior authority from the Comelec and promotion or giving salary increase, remuneration or privileges to any government officials or employees, including GOCCs.

It is also prohibited to release or disburse expenditures of public funds, unless stated in Section 261 (v) ng Omnibus Election Code (OEC); to construct public works or deliver materials for public works unless for prokects or works exempted under Section 261 (v) of the OEC; release of treasury warrants or similar devices.

The removal, destruction or obliteration or any form of destroying or changing the distribution of lawful election propaganda is also prohibited, along with the use of armored land, water or air craft and the use of policemen as bodyguards or security guards.
