Pursuant to Comelec Resolution No. 11191, Commission on Elections (Comelec) Chairman George Erwin Garcia announced that the filing of certificates of candidacy (COCs) for the 2026 Barangay and Sangguniang Kabataan Elections (2026 BSKE) had been set from September 28 to October 5, 2026.
Garcia said the resolution was issued by the poll body on January 28, 2026 and that in it, the calendar of activities for the said elections have also been stated.
According to Garcia, the resolution set the election period from October 3 to November 9, 2026 and that within the aid period, a gun ban will also be implemented by the Comelec.
Garcia added that also prohibited are the use by candidates of private security personnel or bodyguards, organization, reaction or strike forces, suspension of elective officials and the transfer or hiring of civil service employees.
Meanwhile, Comelec spokesman Atty. Rex Laudiangco said that that the campaign period will be from October 22 to October 31, during which candidates will be prohibited from giving donations to gifts to voters whether in cash or in kind. Removal or destruction of lawful campaign materials and the use of illegal campaign propaganda are also not allowed.
On November 1, the eve of elections, Laudiangcos said campaigning will already be prohibited and authorities will begin the implementation of the liquor ban where the sale and consumption of intoxicating drinks are disallowed.
Also prohibited are giving or accepting free transportation, food, drinks and other valuable items to the voters.
Laudiangco said that the election day takes place on November 2, from 7 a.m. up to 3 p.m. and this will be immediately followed by the counting of votes and the subsequent proclamation of winning candidates.
Meantime, he said the Comelec set the deadline for the filing of Statement of Conributions and Expenditures (SOCE) on December 2. The Republic Act 12232 sets the BSKE 2026 on the first Monday of November.
