Congress Approves Landmark “Imminent Disaster” Bill, Paving Way for Proactive Disaster Response

In a landmark move toward strengthening disaster preparedness in the Philippines, both chambers of Congress have unanimously approved the “Imminent Disaster” Bill—legislation that marks a major shift from reactive to anticipatory disaster response. The House of Representatives passed House Bill No. 10422 on third reading on June 6, 2025, with 177 votes in favor and none against. The Senate followed suit on June 9, 2025, approving Senate Bill No. 2999 with a 21–0 vote, with no abstentions.

The bill seeks to institutionalize anticipatory action in disaster management by allowing the declaration of a “State of Imminent Disaster” based on scientific forecasts and pre-disaster risk analysis. This declaration—once recommended by the National Disaster Risk Reduction and Management Council (NDRRMC) to the President, or by regional disaster councils to local government executives—will authorize the early release of funds and resources to prevent or mitigate potential disasters before they occur.

Speaker Ferdinand Martin G. Romualdez authored the bill in the House, while Senate President Pro Tempore Jinggoy Ejercito Estrada led its passage in the Senate, with support from Senators Pia Cayetano, Joel Villanueva, and Francis Tolentino. The measure was developed in recognition of the country’s continued exposure to climate-related and geophysical hazards such as typhoons, floods, and earthquakes.

Crucially, the legislation requires that local government units incorporate anticipatory action into their Disaster Risk Reduction and Management (DRRM) plans. This provision will empower LGUs to carry out early interventions without fear of budget disallowances.

Office of Civil Defense (OCD) Administrator Undersecretary Ariel F. Nepomuceno welcomed the passage of the bill and expressed gratitude to lawmakers for their strong and unified support. “This is a significant milestone in our nation’s disaster management strategy,” said Nepomuceno. “Allowing anticipatory actions—guided by science and early warnings—will help us save more lives, protect property, and reduce disruption to communities. We sincerely thank the members of Congress for their forward-looking leadership and for standing united in prioritizing the safety of every Filipino.”

As one of the most disaster-prone countries in the world, the Philippines faces mounting challenges due to climate change and recurring natural hazards. The passage of the “Imminent Disaster” Bill signals a pivotal shift in the country’s approach—emphasizing preparedness, scientific foresight, and timely government action as critical components of effective disaster governance.
