Cagayan de Oro City – Under the leadership of JSUPT MARLON J YMBALLA, DSC, City Jail Warden, the Cagayan de Oro City Jail-Male Dormitory (CDOCJ-MD) recently facilitated the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) payout of the Department of Labor and Employment (DOLE) for 63 Male Persons Deprived of Liberty (PDL) beneficiaries.
The payout was led by NORMAN L. UYVICO, Assistant Regional Director of DOLE R10, together with CHARLTON JAMES R. BUSA, OIC of DOLE Cagayan de Oro City Field Office 10, six additional DOLE personnel, and twelve staff from M Lhuillier. Oversight and support during the event were provided by SJO4 Aldous S Ybañez, Chief, Welfare and Development Section, and JO1 Theody Mar P Baguio, Development Officer.
The TUPAD program aims to provide immediate financial assistance, compensate participants for community service rendered, help vulnerable workers meet their basic needs, and offer temporary relief while they seek long-term employment. During the activity, the 63 PDL beneficiaries received their financial payouts, directly addressing their immediate needs and supporting their rehabilitation and reintegration efforts.

This initiative reflects the commitment to provide support and opportunities even to those behind bars. Through programs like TUPAD, CDOCJ-MD helps ensure that help and hope are within reach, promoting dignity and well-being of PDL beneficiaries.
By partnering with DOLE and M Lhuillier, CDOCJ-MD continues to demonstrate that its programs not only uplift the lives of PDL but also reinforce the values of responsibility, community service, and rehabilitation. The successful payout event underscores the Bureau’s ongoing dedication to extending meaningful assistance to vulnerable populations in need.
