DSWD supports BJMP’s organizational transformation goal, shares breakthroughs in strategy management

The Department of Social Welfare and Development (DSWD) pledged its support as mentor to the Bureau of Jail Management and Penology (BJMP) in the accomplishment of its Performance Governance System (PGS) Pathway goals or its Journey for Advancement, Innovation and Long-term Development Plan 2040 (J.A.I.L. Plan 2040).

DSWD’s Office of Strategy Management (OSM) Director Jam Karess Z. Banzon, on behalf of the Department, made a pledge of commitment to the Office for Strategy Management (OSM) Chief, Director Allan Iral, BJMP Head of Center for Jail Excellence and Strategy Management (CJESM). Under the pledge, the Department will coach and provide technical assistance to help BJMP succeed in their PGS journey.

In BJMP’s PGS goal indicated in their J.A.I.L Plan 2040, the agency aims to standardize and institutionalize quality jail service, particularly on humane safekeeping of persons deprived of liberty (PDL).

The BJMP is currently preparing for its Initiation Stage with their attendance to the Institute for Solidarity in Asia (ISA) Governance Bootcamp and establishment of its Center for Jail Excellence and Strategy Management.

Pursuant to their goal, the BJMP’s CJESM held its 1st benchmarking session via online platform with the DSWD invited as a primary resource person to discuss its strategic positioning; aligning of its mechanisms; cascading of its strategy to operating units; and achieving emerging breakthroughs along the Pantawid Pamilyang Pilipino Program implementation, among others.

In addition, Ms. Norilyn Quesada-Rivera, DSWD Planning Officer IV, discussed the Department’s revival of its PGS journey in 2019. She also explained critical decision to adopt an interim strategy to advance the role of the Department in the nation’s socio-economic recovery during the pandemic which helped the DSWD realize its emerging breakthroughs.

Ms. Rivera continued to share that an added compelling factor in the Department’s PGS successful journey is the establishment of the OSM, which was also recognized as a hallmark of the DSWD PGS Proficiency Stage of the Governance Pathway.

With the DSWD working on its PGS Institutionalization Stage, Ms. Rivera also showcased how the DSWD refreshed its strategy by working on the opportunities and addressing challenges and establishing Project Management Teams to lead the execution of the strategic roadmaps.

The DSWD’s participation to the benchmarking activity of BJMP is just one of the manifestations of support by the Department. As the Department nears its goal in achieving the PGS Institutionalization Stage, the DSWD also enjoins other government agencies/offices to embark on this organizational enhancement journey.

As part of its thrust towards efficient and compassionate public service, the DSWD expresses its willingness to help other agencies in their respective PGS journey and together achieve an improved delivery of public service.
