DSWD’s AICS key to recovery for small-time locksmith in Baguio City

In a modest corner of a quiet neighborhood in Baguio City, the steady click of metal against metal tells a story of patience, precision, and perseverance.

For years, Isidro Bustos, a locksmith working inside a small workshop, worked with what little he had. Orders continued to come in, but capital ran out just as quickly.

As household expenses piled up and income remained unstable, his dream of growing his livelihood often felt locked behind circumstances beyond his control.

But that door began to open when Isidro became one of the beneficiaries of the Department of Social Welfare and Development’s (DSWD) Assistance to Individuals in Crisis Situations (AICS) program.

Timely key to relief

On December 7, 2025, at the Baguio City Hall, Isidro received financial aid through the DSWD’s Field Office CAR (Cordillera Administrative Region) to help Isidro with mounting household living expenses, threatening even his small livelihood.

The aid served as a much-needed help for his family’s daily needs and as additional capital for his small livelihood of repairing watches and making keys, easing his burden of unstable income and mounting household expenses.

“Masaya po ako dahil isa po ako sa mga nakakuha ng tulong pinansyal mula sa AICS ng DSWD. Malaking bagay po sa akin itong natanggap ko dahil mayroon na akong pangdagdag kapital sa paggawa ng susi at mga sirang relo,” Isidro shared.

With the immediate pressure lifted, Isidro began planning how to improve his work by replenishing materials, increasing production, and enhancing the quality of his craftsmanship.

A much-appreciated lifeline support

Beyond helping him with urgent basic needs and in restocking supplies, the assistance restored Isidro’s confidence in his work. Each newly cut key now represents more than income—it symbolizes stability, dignity, and renewed purpose.

For Isidro and his family, AICS did not simply address an immediate financial need. It provided a chance to move forward with hope, especially during the holiday season.

“Sana patuloy ang DSWD sa pagtulong sa katulad naming nangangailangan,” Isidro said.

The AICS program continues to serve as a lifeline for individuals like Isidro. By providing targeted assistance, it helps beneficiaries regain their footing, help contribute in strengthening livelihoods, and move closer to self-sufficiency.

Isidro’s story is a reminder that progress does not always come from grand gestures. Sometimes, it begins with a simple opportunity, a well-timed intervention, and the determination to keep going.

Today, as Isidro continues his work inside his workshop, he is no longer weighed down by uncertainty but guided by possibility. With the right support, the right moment, and one well-turned key, a future once locked can finally open wide.

The AICS is a flagship program of the DSWD designed to provide immediate financial and/or material aid for Filipinos facing unexpected crises.

In 2025, the program assisted over 8.5 million Filipinos, including Isidro, with more beneficiaries expected to receive support within the year. (CC)
