Ang hirap ng nararanasan namin

Nais kong ipaabot sa mga nakatira sa residential areas na nabibigyan ng “Special Permits” ng City Council ng Quezon City to invade residential areas at makapag-construct ng 21/22 storey buildings sa mga residential areas. Nag-umpisa ito sa aming neighborhood, and soon (God forbid) more and more tall buildings will be allowed by the City Council until the residential areas are totally invaded by tall commercial buildings – without consultation with the homeowners. 

Inumpisahan na sa aming lugar. Nalulungkot kami sa ginawa sa amin dito sa Barangay Sacred Heart sa Quezon City. Mabuti pa sa kabilang Barangay Laging Handa, may isang kagrupo din daw ng nag-giba ng bahay ng aming magulang na hindi namin alam. Ngayon lang namin nalaman nong nag-demanda kami sa Korte.

The Homeowners Association of Barangay Laging Handa decided not to allow tall commercial buildings in their residential area and the City Council had to respect the decision of the homeowners. That project is now an empty lot with the excavation. But the project was stopped. It is unfortunate that our Barangay had no Homeowners’ Association since the past Barangay Captain Flores. He ran the Barangay alone and did what he wanted. Barangays without a homeowners’ association must not be allowed to grant permits such as demolition, to construct, etc… without due consultation and without the homeowners’ consent.  

Ang takot po ng mga homeowners sa residential area dito na tinatabihan ng matataas na buildings ay kung sakaling lumindol ng malakas at matumba, ang mga bahay ang mamimiligro at wala talagang kalaban-laban. Araw-araw ko pong nakikita ang ginawa dito. Sa aking pananaw, masyadong maliliit ang mga steel bars for a 21 storey building. Noong itayo ko po itong 4-storey building ko along Morato Avenue, ang structural engineer po na gumawa nito ay ang lalaki ng steel bars na ginamit sa floating foundation. ‘Yong Structural Firm chosen by Manosa Brothers’ who designed my building na si Bobby Manosa, now a National Artist, chose the structural engineering firm that did the airplane runways of the United States Forces during the war in Vietnam, in the 1960s, the time I put up this building in 1967. Kaya po ako nag-alala sa dalawang commercial buildings dito sa katabi namin.  

Alalahanin ninyo na ‘yong bagong building code na pinababago ni Presidente Duterte dahil sa dami ng buildings na nasira, gumuho at bumagsak ng mag-lindol sa Mindanao na ang pinakamataas ay 6.7 magnitude in the Richter Scale. Halata po na ang building code natin ay nadadaya at hindi nasusunod. Mantakin ninyo ang magnitude 8 to 9 in the Richter Scale, wala pong building na highrise matitira, pag may daya at hindi sinunod ang Building Code; unless some that are on floating foundation.

Dapat pong respetuhin ang batas, lalo na sa residential areas para hindi makinabang ang mga nasa puwesto. Hindi dapat gawing negosyo ang puwesto nila as against the well-being of the people. And the main concern of the neighborhood is the supply of water and drainage.

The homeowners are worried that the supply of water will be sucked-in by the two commercial buildings; and the drainage in this residential area since before the pre-war years, won’t be able to cope up with what the two commercial buildings will expel. As it is, during the rainy season, portions of Scout Gandia Street where the two commercial buildings are being constructed, simultaneously, floods occur. What more with these 2 commercial buildings. Can the drainage designed for residential be able to cope up with what the 2 commercial buildings will use, the old drainage designed for residential area?

May I share what a reader of my column commented to me: “There will be a very big problem in towns hit by Taal Volcano. Animals left behind will die of hunger at kakalat ang sakit sa buong Batangas kasi mabubulok ang mga hayop na namatay. Dapat kunin ng Department of Agriculture and concern agencies lahat ng hayop at dalhin sa kalapit probinsiya para maalagaan at mapakain. Ginagawa ito sa Australia sa wildfire para i-save ang mga hayop na nakatira sa bundok.”

It makes sense. But it goes without saying na ang pag-asikaso sa tao muna. Kung magagawa sana ng sabay, depends on the Department of Agriculture, as mentioned, because of the disease that the dead animals could bring to the human survivors.
