BFP, ‘style’ a problem for ARTA, BSP off to World Scout Jamboree

The last of the 124 Boy Scouts of the Philippines (BSP) contingents, headed by BSP Secretary General Rogelio Villa, Jr., to the 24th World Scout left the other day to represent the Philippines in the largest outdoor educational event of the year.

With the theme, “Unluck a New World,” the 11-day world Jamboree will be attended by more than 50,000 Scouts aged 14 to 17, male and female and 9,000 volunteers, from as many as 160 Scout organizations around the world.

Like the Olympics, it is held every four years. This year, it will be held in West Virginia, USA on July 23 to August 2.

“We have selected powerhouse delegates from Luzon, Visayas and Mindanao to this international event to carry the Philippine flag and represent the entire nation in this World Scout Jamboree,” said newly-elected BSP National President Roberto Pagdanganan, also contingent head, after the send-off ceremony and the oath-taking of the new set of BSP officers held in Malacañan last week.

The World Jamboree, co-hosted by Scouts of Mexico, Scouts Canada and Boy Scouts of America, is an educational event that brings together  the world’s young people to promote peace, mutual understanding and to develop leadership and  skills. It includes a wide variety of outdoor adventure activities and exhibits in a camping environment, where Scouting is known for.

Citing the organizers of the event, Pagdanganan said: “social interaction and outreach among Scouts from different cultures is a hallmark of the Jamboree experience, in a warmly embracing atmosphere of mutual respect and understanding.”

He said Filipino Scouts and their leaders will interact with Scouts all around the globe and experience “life-changing adventures.”

For his part, Secretary General Rogelio Villa, Jr. said the delegation has undergone pre-Jamboree training in order to prepare them for the “grueling but exciting activities prepared by the host country.”

“We are counting on our Scouts to shine in this event as we express our confidence that some members of the contingent would provide the Filipino tradition of hospitality in serving the Jamboree participants as part of the international service team,” he said.

The 10th World Jamboree was held in the Philippines in 1959. Four years later, the entire Philippine delegation to the 11th World Jamboree died in a plane crash enroute to Marathon, Greece, the host of the event.


With the creation of the Anti-Red Tape Authority (ARTA) under the leadership of Atty. Jeremiah Belgica and the issuance of the implementing rules and regulations (IRR) of the Ease of Doing Business Law, it is aimed that the delayed processes and corruption involved when doing business anywhere in the country will be eliminated.

In the press conference that followed Mayor Isko Moreno’s launch of the Bagong Maynila business one-stop shop which cut business permit applications to just one day and in just one window, I brought up a problem which is common knowledge among businessmen when it comes to securing the fire safety inspection certificate (FSIC).

I’m not saying that this happens in every city but in some, those tasked to issue and inspect usually ask for ‘SOP’ (read: standard operating pitsa) which is twice to thrice the amount which is reflected in the legitimately-issued receipt.

And then there is also the required ‘site inspection’ where personnel from the BFP would supposedly conduct inspection before issuing the FSIC. Sometimes, about a dozen personnel would go and time the inspection for lunch time. This would of course leave the businessman with no choice but to offer to take them out for lunch or give them ‘lunch money.’

The representatives from the DILG and the BFP said they are encouraging those who fall prey to report the matter and file a formal complaint.  Now if you’re the businessman concerned, would you take such risk?
