Eleazar pushes ‘exaggerated’ cleanliness in NCRPO stations

NATIONAL Capital Region Police Office director, Major General Guillermo Lorenzo T. Eleazar, yesterday said he is pushing for a ‘no ningas-cogon’ exaggerated cleanliness drive in all Metro Manila police stations and other facilities as part of their continuing effort to attract community support.

Over the past few weeks, the official has been conducting surprise inspection of different NCRPO stations and Police-Community Precincts and as part of his ‘reward and punishment’ program has either given commendations or warnings to those who have complied or have failed to follow his order.

Last month, he warned the commander of the Taguig City PCP 8 after he found empty trash materials just outside the station but at the same time congratulated the head of the Makati City PCP 8 after discovering that his office is literally clean inside and out.

“SOP yang cleanliness sa loob at labas ng kapaligiran ng ating mga opisina kaya dapat malinis kasi kung mas malinis mas madaling i-maintain.  Kung gusto natin ng malinis na lugar dapat ang kalinisan ay magsimula sa atin,” the NCRPO chief said.

To do it, the Metro Manila police chief wants cleanliness and sanitation in all NCR police stations to be a standard. “Clean office. Clean mindset. Clean manner of working for the people. The people’s trust will be restored if they see clean surroundings of police stations. What I mean here is exaggerated cleanliness,” the official said.

In particular, the NCRPO chief said he wants to see police facilities in Metro Manila specifically stations and PCPs free from trash like cigarette butts, candy wrappers, empty and broken bottles and the like.

Eleazar has warned PCP commanders during his surprise visits he won’t tolerate unkempt and dirty police stations and since last year have relieved a number of PCP commanders who failed to satisfy his instructions and were found to have ‘dirty stations.’

He congratulated the Southern Police District headed by Brigadier General Eliseo DC Cruz for its innovative Oplan: Brigada Presinto which aims to clean and rehabilitate different Police-Community Precincts in Taguig, Makati, Pasay, Muntinlupa, Paranaque, Las Pinas and Pateros.

“This is a program which I believe should be replicated all over Metro Manila,” Eleazar told the Journal Group.

Already on their 3rd week, Cruz is leading his police chiefs and PCP commanders and their men, backed up by troops from the SPD District Mobile Force Battalion and the District Headquarters Support Unit in repainting or repairing their facilities.

The Oplan: Brigada Presinto of the SPD patterned after the Oplan: Balik Eskwela in which teachers and parents join hands in cleaning and repainting classrooms of government-run schools, has seen SPD personnel repainting their PCPs with the standard police ‘white and blue’ apart from thoroughly cleaning them literally inside and out.

“This is in line with Gen. Eleazar’s exaggerated cleanliness campaign. We really want to turn our PCPs and other precincts into police facilities which are pleasing to the eyes, all conducive for working apart from being a citizen-friendly place in particular to our guests and walk-in complainants,” Cruz said.

Cruz started the program last month and said it will continue until they have transformed all their PCPs into beautiful and well-kept facilities.

Eleazar earlier ordered the administrative relief of Captain Eleno Ilustrisimo, the commander of the Pasig City Police-Community Precinct 1 after finding its surroundings full of cigarette butts, candy wrappers and empty plastic bottle containers during a surprise inspection.

“I inspected that PCP last May 24 and I saw the surroundings were dirty. I inspected it again a week later and it remains like that. Thus, his relief for committing the same offense, meaning it’s Strike 2,” he told the Journal Group.
