PHILIPPINE National Police chief, Director General Archie Francisco F. Gamboa is set to reorganize anew key PNP positions in a move that will be based on the actual performance of his officials in their campaign against drugs, criminality, terrorism and internal cleansing.
With his designation by President Duterte as the 23rd PNP chief, Journal Group sources said Gen. Gamboa is set to effect a major reorganization of the PNP in the coming days.
Under the PNP rule of succession, the incoming PNP Deputy Chief for Administration will be Gen. Gamboa’s mistah from Philippine Military Academy ‘Sinagtala’ Class of 1986, erstwhile PNP Deputy Chief for Operations, Lt. Gen. Camilo Pancratius P. Cascolan while erstwhile PNP Chief Directorial Staff, Lt. Gen. Guillermo Lorenzo T. Eleazar of PMA ‘Hinirang’ Class of 1987 will be the new PNP-DCO which is the 3rd highest position in the police force.
There is still no word on who will be the incoming PNP-TCDS, the 4th highest position in the PNP although it will be a race among the PNP’s senior 2-star generals.
Last October, Gen. Gamboa had made it that all police directors are under a 3-month probationary status and he will be judging them based on their performance on the campaign against drugs, criminality, terrorism and internal cleansing.
He also ordered all police generals to join the PNP leadership’s massive internal cleansing program specifically focusing on police officers and men who are defying their strict directives and other policies.
The top cop likewise instructed all 17 police regional offices to create their respective Regional Integrity Monitoring and Enforcement Group which will go after erring policemen in their areas.
“Dapat lahat ng PROs may IMEG. Rate RDs that are uncooperative. Dapat sa rating walang parehong number 1. Be honest kung talagang bagsak para sa internal cleansing,” the PNP chief was quoted as saying by officials present during two command conferences in Camp Crame last October.
Following his instructions, PNP Chief Directorial Staff, Lt. Gen. Eleazar issued an official memorandum to all members of the different PNP Directorial Staff, the 17 regional directors and the heads of the different PNP National Support Units to activate their respective IMEGs which will help the PNP-IMEG headed by Colonel Ronald O. Lee in going after rogues in uniform.
Camp Crame is also monitoring the compliance of all concerned police generals to Gen. Gamboa’s directive.
Over the past three months, Gen. Gamboa steadily took control of the police force which came under fire in the aftermath of the so-called ‘Ninja Cops’ scandal which forced Gen. Oscar D. Albayalde to resign his post on October 14 last year, 26 days before his actual retirement day.
After being designated as PNP OIC, Gamboa was given enough power by the President and the Department of Interior and Local Government to initiate major reforms in the police force and for a start, ordered a massive PNP reorganization which affected at least 20 police generals and saw the designation of erstwhile Police Regional Office 7 director in Central Visayas, Brigadier Gen. Debold M. Sinas as the new National Capital Region Police Office director.
Gen. Gamboa said he made the move in order to put the right man in the right job and help restore the reputation of the force which was badly affected by the Senate investigation into the ‘Ninja Cops’ operations in Pampanga in 2013 when Albayalde was still the Pampanga Police Provincial Office director
Born in Bukidnon, Gen. Gamboa first studied law at the Ateneo de Davao University before transferring to the Jose Rizal University law school and passing the Bar in 2004.
Not many know it but Gamboa used to be the spokesperson of the Police Regional Office 11 based in Davao City from December 1997 to September 2002, a proof of his speaking prowess and the ability to convince the people, media included that he is speaking from the heart.
The general earned his 1st star at the PNP Directorate for Logistics which he eventually commanded until he became the PNP Comptroller during the term of Gen. dela Rosa who also picked him as PNP Chief Directorial Staff in 2018.
Over the past 3 months, Gamboa supervised all PNP administrative and operational works and oversee major security preparations to ensure a ‘trouble-free’ All Saints’ Day, the highly-successful SEA Games, the Yuletide Season, the Feast of the Black Nazarene and more lately, all police rescue and relief operations in Taal Volcano-ravaged Batangas province.
