Mayor Kois-Maj. Ibay team up good for Manila

Just a little over two months since its creation by Mayor Isko Moreno, the  ‘Special Mayor’s Reaction Team,’ aptly called ‘SMART’ for brevity,  has exceeded all expectations.

Its head, Maj. Risalino ‘Jhun’ Ibay, Jr., says he and his team, composed of 60 policemen from the Manila Police District (MPD), have imposed upon themselves the need to keep up with the kind of dizzying pace with which Mayor Moreno carries out his job as the youngest mayor ever elected in the city of Manila.

SMART, otherwise known as ‘The Task Force Manila’ was created primarily to intensify the flagship program of the city under Moreno’s stewardship including the elimination of all forms of corruption specially those perpetrated by police scalawags, other law enforcement agencies and local government officials, be they elected or appointed;  eradicate all forms or kinds of gangs as well as organized and syndicated groups victimizing helpless citizens of Manila;  help and save the youth of Manila from any form of vices and/or illegal activities and  strictly enforce all city ordinances, regulations, issuances and other rules as provided by laws.

It is also tasked with investigation of walk-in complaints against erring law enforcers, barangay officials, and such other persons who are deemed as public officers and those involving offenses not cognizable by other units; prepare all necessary documentation  preparatory to the filing of cases in the court of justice; submit investigation reports and actions taken on cases handled, as required by higher headquarters and conduct follow-up investigation/operation on all cases handled, for the possible apprehension of the suspects.

Since assuming the position as chief of SMART, Maj. Ibay has made Mayor Kois proud via his numerous accomplishments.

Fortunately for Maj. Ibay, Mayor Kois is ever appreciative of his work as he always cites him and his team whenever suspects are presented during press conferences.

He is also lucky to have a chief who is equally appreciative, in the person of the equally efficient MPD Director Vicente ‘Vic’ Danao, Jr., who, just the other day, awarded a certificate of commendation to Maj. Ibay and his men, for their outstanding performance displayed on August 29, 2019, when ten women- foreigners were arrested  at the Sha-Sha Club in Malate, Manila for working as ‘entertainers’ illegally.  Mayor Kois ordered the immediate closure of the said club.

‘Their dedication to sworn duties contributed immeasurably to the success of the MPD and the Philippine National Police as a whole’, the certificate of commendation signed by Danao stated further.

Some may ask why Mayor Kois handpicked Maj. Ibay for such a gargantuan task. Well, at the age of only 43, he  is no longer a newbie in the field of police work and has in fact already made a mark in the PNP as he gained various recognitions and commendations for his previous achievements.

He began his police career on September 2 1996, when he entered the traffic management command or TrafCom.  In  1997, he got his first assignment at the TMC Region 9 as an escort for the colorful Governor Nur Misuari. In 1999, he joined the Mobile Unit NCR-TMC and became part of the TMC Motorcycle Unit from 2000 to 2001.

Among his many accomplishments, most notable was when Maj. Ibay managed to penetrate a multi-million scam involving the Land Transportation Franchising and Regulatory Board (LTFRB) and also the illicit high-profile activities of Arnel Batoon, a notorious holdupper and key member of the criminal group called ‘Bahala na Gang.’

Maj. Ibay was also wounded when he bravely exchanged gunfire with criminals in Moriones, Tondo, Manila on May 21, 2001.  He sustained two bulletwounds in the said armed encounter.

According to Maj. Ibay, SMART is guided by nothing but a vision that is in consonance with that of Mayor Kois Moreno’s,  which is to make the City of Manila the safest place where one can live, rest, work and do business.
