PNP-IG doubles efforts to account for more wanted CPP/NPA personalities

ACTING on orders of Philippine National Police chief, General Oscar D. Albayalde, the PNP Intelligence Group (PNP-IG) headed by Brigadier General Edgar S. Monsalve yesterday said it is further intensifying its efforts to account for most wanted New People’s Army personalities in the country and convince more of their members to yield and return to the mainstream of society.

“This is part of our  effort to support the National Task Force to End Local Communist Armed Conflict headed by President Duterte himself,” said Monsalve as he ordered all PNP-IG units to double their effort to arrest all NPA personalities covered with warrants of arrest specifically their top leaders and negotiate the surrender of more NPA partisans in the countryside.

Gen. Albayalde said they will end the communist insurgency by engaging all fronts of the Communist Party of the Philippines and its armed wing, the NPA.

“We will engage them in all their fronts, in agriculture, in labor, even the health sector, even the academe which we started already,” he said.

Last week, the PNP-IG announced the capture of an NPA rebel  wanted for rebellion and the surrender of three others following negotiations with Regional Intelligence Units.

Monsalve said Jaime Magracia, a former member of the NPA’s Sandatahang Propaganda Yunit operating in Gloria, Oriental Mindoro who is the subject of a warrant of arrest for rebellion issued by Judge Manuel Luna of the Pinamalayan, Oriental Mindoro Regional Trial Court Branch 13 on March 8, 2000 was arrested in Barangay Balete in Gloria municipality recently.

The official also reported the surrender of three NPA guerrillas during separate negotiations with PNP-IG officers and the local police.

One of them identified as Jonel Marquez alias ‘Ka Joe/Jethro’ turned himself over to officers of the RIU2, the Police Regional Office 2 and the PNP Criminal Investigation and Detection Group in Bgy. Sicalao in Lasam, Cagayan last September 6.

Marquez also surrendered a caliber .38 revolver to the police. The ex-NPA rebel was identified as a member of the NPA’s Danila Ben Command operating in Cagayan Valley.

The 2nd identified as Gil Gealon alias ‘Ka Jr.’ yielded to RIU11 and Davao del Norte following negotiations in Bgy. Limbaan in New Corella, Davao del Norte. He was identified as a member of the Southern Mindanao Regional Committee of the NPA.

The 3rd identified as Ernie Olaybar alias ‘Ka Joniel’ surrendered during negotiations with RIU9 and RIU10 officers last Monday. He also turned over an Icom radio and several subversive documents. He is now under the custody of the RIU 10 in Cagayan de Oro City.

Two Saturdays ago, PNP-IG operatives orchestrated the capture of a most wanted NPA member  carrying a P100,000 bounty on his head offered by the Department of Interior and Local Government during an operation in  Pasig City.

Monsalve said Joselito Naag Novelo, an NPA member who is the subject of warrants of arrest for murder, robbery and frustrated murder issued by three different Legazpi City Regional Trial Courts in Albay was tracked down along Christ the King Street in Barangay Santolan, Pasig City by members of the PNP-IG Intelligence and Special Operations Division and the Regional Intelligence Unit-National Capital Region following a tip from an informant, the official said.

In a report to Gen. Albayalde, Monsalve said that operatives from the Eastern Police District and the Police Regional Office 5 Regional SOD and Regional Intelligence Division supported his men in capturing the elusive suspect.

Novelo has been identified as a member of the NPA’s Kilusang Larangang Gerilya 78 operating in Albay, intelligence reports from the PRO5 headed by Brig. Gen. Arnel B. Escobal said.
