SMaRT runs after illegal meat; Medina and asset to BI

Kudos to the Special MayoU’s Reaction Team (SMaRT) headed by PMajor Rosalino ‘Jhun’ Ibay, Jr. for the arrest of  Cai Changfen, a 52-year-old trader from Binondo, Manila;  Rogelio  Edeinal, 50, of  1911 Laguna Ext., Narra St., Tondo,; and Joshua Almario, 22, for violation of the Meat Inspection Code of the Philippines and the Food Safety Act.

Ibay said that on orders of Mayor Isko Moreno, an operation was conducted against a warehouse at  No. 442 San Fernando St., Binondo, Manila, based on tipped information that illegal meat was being kept there.

Indeed, after thorough surveillance, Ibay’s team laid out a plan, conducted an operation and was able to confiscate 6.1 tons of  illegal meat as well as exotic species and aquatic products.    The seized items reportedly have an estimated value of P15 million.

Ibay said Mayor Kois is firm on his decision to rid the city of illegal food items, stressing that the health and safety of the residents can never be compromised.


Immigration officer Raul Medina, the newly-designated acting chief of the Bureau of Immigration’s Tourist Visa Section, has apparently arrived.

When he assumed office as the acting chief of the tourist visa section last December 20, 2019, he immediately instituted meaningful reforms aimed at instilling decency in the said office, thus making him such an asset in the present administration headed by President Rodrigo Duterte, particularly in the office  of Justice Secretary Menardo Guevarra and BI Commissioner Jaime Morente.

Medina has been in the government service for almost 34 years now, both in the judiciary and executive department. Apart from his long list of credentials, he is a person with competence, skills, moral probity, professionalism, integrity  and above all, he is a God-fearing person.

Verily, he has proven his efficiency in public service in the past when he handled the Bureau of Immigration Counter Intelligence Unit and the Anti-Human Trafficking Task Force.

Those who know him well say that he gets his work ethics and techniques in running the office from his former boss from the Supreme Court, the former Associate Justice Leo Medialdea. He also has the guidance of his mentors, Justice Noel Tijam, Justice Jose Mendoza, Judge Toribio Ilao, Jr., Judge Antonio Rosales and Justice Magdangal De Leon, to name a few.

Medina is of the belief that decency needs to be restored in all offices that are involved in public functions, reason why the so-called ‘bad eggs’ which every institution has, are intimidated by his presence.

Among Medina’s assets is that he has the courage to enforce what is right and legal, no matter what. His integrity and loyalty to the institution is beyond reproach.  He has no relatives inside the bureau and is not associated with any groups.

Undoubtedly, he would be such an asset to the Duterte administration’s anti-corruption drive.
