Turnover in Manila an issue of sincerity –– Sec. Ang

First of all, condolence to Bro. Jess Martinez, chief of the media affairs division of the Manila International Airport Authority (MIAA), whose wife Susan passed away recently due to an illness. Her remains now lie in state at the Arlington Chapel inside the Heritage Park in Taguig City.

Recently, there are claims and counter-claims in Manila with regard to the controversial turnover --or lack of it-- of the official documents as required by the Department of the Interior and Local Government (DILG) supposedly from the outgoing administration of erstwhile Mayor Erap Estrada to the incoming administration of Mayor Isko Moreno.

Former city administrator Jojo Alcovendaz, has stated that their camp tried to turn over such documents but the office of now Secretary to the Mayor Bernie Ang refused to receive them so they just forwarded it to the DILG. Ang also headed the transition team created by Moreno.

For purposes of scrutiny, here’s a chronology of events surrounding the issue. On May 24, 2019, Moreno created his transition team for purposes of a smooth turnover of administration. He said he and his team were set to meet with Estrada and his team on June 14 but the meeting was cancelled at the last minute.

On June 17, said meeting finally pushed through. Moreno personally accompanied his team, shook hands and exchanged pleasantries with Estrada and his team and altogether, they finalized plans for the turnover of certain documents as required by the DILG.

In that meeting, it was agreed that the said turnover will be held on June 21.  On said day however, Ang said the Estrada camp reportedly had the date moved to June 28 and  although said date is too close to the day when Moreno takes his oath of office which is at noon of  June 30, the Moreno camp agreed. It was set at 10:30 a.m. at the VIP lounge at the Quirino Grandstand.

On said day, place and hour, the Moreno team, along with representatives from the Commission on Audit and the DILG, were stood up as  no one from the Estrada camp appeared.

And then at 5:30 p.m. of the same day, a Friday and the last working day of the week or two days before Moreno takes his oath at noon of Sunday, a staff of Alcovendaz appeared at the office  of Ang as councilor with bundles of documents, asking the clerk to receive it.

Rightly so, the clerk of course refused, citing in the first place that it was already past office hours and that she is not at all authorized to receive such documents, since they were supposed to have been formally turned over to the Moreno transition team. Indeed, she has no personality  to receive them.

Ang laments that Moreno had done everything humanly possible to reach  out to Estrada and bury the hatchet even if he did not have to. He went to City Hall personally, shook hands and exchanged pleasantries with Estrada himself and his officials as if nothing happened and complied with every single regulation stated by the DILG with regard to the transition of power from the old to the new administration.

Elections took place on May 13 and the outgoing officials had almost three months to provide the documents needed by the incoming administration and as required by no less than the DILG, so that there is no excuse to deliver them to the wrong person at the wrong place and time.

As outgoing officials who have been entrusted by Estrada to serve as his extension to the public and who have definitely benefitted from it, they should have given their benefactor at least the lasting image of sportsmanship and statesmanship by honouring the agreement.

Instead, with what happened, they have created doubt in the minds of the public that they purposely did not turn over either because they did not want to help the new Moreno administration or  were hiding something. Worse, people would tend to think that they were acting on orders of the former mayor.

It’s inevitable that what happened in the said case at hand would boomerang on Erap. Now, if the DILG or local government decides to file a case regarding this, who would suffer?

Now that the Moreno team had already begun searching for the documents they need and will definitely find them, Ang said the issue at hand is no longer the documents involved but moreso, the sincerity on the part of the Estrada team to honor what they all thought was supposedly a ‘gentleman’s agreement’.
