FDCP launches DEAR for displaced film workers, entertainment writers

THE Film Development Council of the Philippines (FDCP) has launched its Disaster/Emergency Assistance and Relief (DEAR) Program to assist film workers affected by the strict home quarantine policy of the government.

In a chat with members of the Society of Philippine Entertainment Editors (SPEEd), FDCP chair Liza Dino-Seguerra explained that the DEAR Program will help freelance audio-visual workers who suddenly lost work as an effect of the COVID-19 quarantine.

The names of the beneficiaries of the program will be culled from the FDCP National Registry, which contains the database of the different sectors of the audio-visual industry.

"Mga dubbers, sound mixers ng teleserye, audio-post production, utility, sound recordists, OB van drivers, truck drivers, lahat ito ay nasa loob ng industriya natin," states Chair Liza.

"Ang nakakalungkot, lahat sila ay freelancers, kahit iyong iba ay nagtatrabaho sa TV networks.

"May freelancers na P1,000 per day. May nakita ako, P750 a day, equivalent to more than 16 hours of work dahil alam mo naman ang oras ng industriya natin, kakaiba."

For freelancers, it is a no work, no pay policy. And since they're not regular employees, they are not in the list of workers that Department of Labor and Employment (DOLE) intends to assist.

The DEAR program likewise hopes to extend financial assistance to displaced freelance entertainment press workers. Called DEAR Press, FDCP chair Liza wants to allocate some amount, at least P5,000 each for the entertainment writers who have been affected by the home quarantine policy.

Most of them have not been able to do their jobs since most of the newspapers have ceased printing physical copies.

But unlike the DEAR program for filmworkers, an entertainment press member doesn't have to have proof of a delayed job due to the enhanced community quarantine.

"Dito sa DEAR Press, hindi na ninyo kailangang gawin iyun. Basta kailangan lang ninyong ipakita that you are an active member of the industry," says Chair Liza. "Ang requirement lang, you have to send us a link or copy ng mga sinulat ninyong articles for the industry, 'tapos press ID, saka proof of income, at saka certificate of engagement ninyo with the news or publication kung saan kayo nagsusulat. Konting tulong lang po ito para sa inyo."
