Ex-cop turned crime gang leader collared

A DISMISSED policeman turned one of the country’s most wanted crime gang leaders was captured by operatives of the Philippine National Police Intelligence Group in a manhunt operation in La Carlota City, Negros Occidental last Saturday, PNP chief, General Debold M. Sinas announced yesterday.

Anecio Lapara Jr. alias ‘Junior Pulis/Dondon,’ a former member of the now defunct Philippine Constabulary who joined the PNP in 1991 but was separated from the service in 1999 was arrested during an operation in Lapaz Street, Barangay 1, Poblacion, La Carlota City at 8:30 p.m. Saturday, the top cop said.

Sinas said members of the PNP-IG headed by Colonel Warren F. Medina arrested the suspect who has been identified as the suspected leader of a crime gang operating in Central and Eastern Visayas and who bolted the Bureau of Jail Management and Penology in Ormoc City.

The suspect is also the subject of a bounty offered by the Department of National Defense and Department of Interior and Local Government

Acting on an intelligence packet developed by the PNP-IG, members of the Regional Intelligence Unit 6, the PNP Integrity Monitoring and Enforcement Group and the Police Regional Offices 8 and 6 arrested the suspect on the strength of a warrant for robbery issued by Judge Francisco Gedorio Jr. of the Ormoc City Regional Trial Court Branch 12 on July 24, 2002 with no bail recommended; and another warrant for robbery-in-band issued by Judge Fortunito Madrane of the Ormoc City RTC Branch 12 on February 6, 2002 with a P100,000 recommended bail.

The suspect is also the subject of another warrant of arrest for illegal possession of firearms issued by the Ormoc City Municipal Circuit Trial Court.

He is now being held at the La Carlota City Police Station jail pending his presentation to court, said Col. de Leon.
