Failed Leviste Projects Cost PH Its Shot at Becoming a Data Center Hub — Digital Pinoys

A network of digital advocates said today that the Philippines lost a critical opportunity to become a regional data center hub after power projects awarded to Solar Philippines, founded by Lean Leviste, failed to deliver nearly 12 gigawatts of their committed renewable energy capacity, based on findings of the Department of Energy (DOE).

Digital Pinoys national campaigner Ronald Gustilo said that while the company now faces billions of pesos in penalties from terminated contracts, the real cost is being borne by the Filipino people.

“This was not just an energy project failure. This was a lost national opportunity. The Philippines failed to build data centers, AI infrastructure, and a strong digital economy because electricity that was promised was never delivered.”

Gustilo stressed that data centers require guaranteed, round-the-clock power, noting that the undelivered 12 gigawatts could have supported over a hundred hyperscale data centers and attracted more than USD 100 billion in foreign investment.

Instead, Gustilo said, global technology firms expanded operations in neighboring countries where power commitments were actually fulfilled.

“Data center investors don’t listen to projections or press releases. They look at delivered power. When projects of this scale fail, investors don’t wait. They leave—and they may never come back.”

Gustilo warned that the failure severely damaged the Philippines’ credibility at a crucial moment, effectively locking the country into being a consumer of cloud and AI services rather than a host.

“Non-performance at this scale cost the country industries, jobs, and digital sovereignty. We lost a golden opportunity to compete at the ASEAN level—not because of a lack of vision, but because a company failed to deliver the contracts it won.”
