House of Representatives (HOR) spokesperson Atty. Princess Abante stressed that the implementation of flood control programs, even securing permits for these projects, does not lie with the legislators, since their role is merely to advocate for the needs of their constituents, adding that the implementation actually lies with the Department of Public Works and Highways (DPWH), which carries out the flood control projects as proposed only by Congressmen.
Abante made the statement as she guested at the monthly “MACHRA Balitaan” news forum mounted by the Manila City Hall Reporters’ Association (MACHRA) and held at the Harbor View Restaurant in Ermita, Manila, where she also announced that the Congressional Infrastructure Committee (INFRACOM) which is slated to begin its probe into the controversial flood control projects soon will not spare any issue or personality.
The INFRACOM, she said, will determine the projects and individuals involved in both the executive and legislative, substantiated with appropriate proof and pieces of evidence, adding that its purpose will not only be to look for people to blame but also to find solutions.
“The INFRACOM is there to address all blanket accusations. ..hindi puwede na basta lang mag-akusa, dapat may pruweba. Diyan papasok ang INFRACOM,” said Abante.
Abante also stated that as per INFRACOM chairman Rep. Terry Ridon, Baguio Mayor Benjamin Magalong will be given the chance to present proof to back his claims of corruption, but that such will be done under oath.
“We (Congress) welcome criticisms but they should not be in the form of blanket accusation… pangalanan at huwag idamay lahat,” she stressed.
In addition, Abante also said that should any Congressman be found to be involved in a questionable manner, the INFRACOM is open to creating an independent body that would investigate in order to avoid any bias for those implicated, as she also assured that there are mechanisms in place on how to ensure discipline among erring members, if any.
Saying the role of Congressmen as representatives is merely to advocate the needs of their districts, Abante said:”Lalo na if the LGUs, even the barangays, would approach legislators for such assistance in requesting for the projects. As Representatives, they (Congressmen) represent with the various departments. It is then up to the department if it will consider and include in the budget proposal. The DBM (Department of Budget and Management) consolidates the proposals at tsaka siya aakyat sa House of Representatives para himayin at tignan ang budget at i-approve ito.”
