The Bureau of Immigration (BI) has confirmed the return to the country of former Department of Public Works and Highways (DPWH) Secretary Manuel “Manny” Bonoan.
BI spokesperson Dana Sandoval said Bonoan arrived at the Ninoy Aquino International Airport on Sunday morning, January 18, 2026 aboard China Airlines flight CI0701 from Taipei.
Records indicate that Bonoan left the country last year to accompany his wife to the United States for a medical procedure but on Sunday, he arrived without any reported travel companion.
Sandoval said Bonoan was placed in the BI’s Lookout Bulletin Order (ILBO) following an order from the Department of Justice (DOJ) to monitor his travels in relation to an ongoing investigation into alleged anomalous flood control and so-called “ghost” projects.
She explained that the issuance of an immigration lookout bulletin is intended to ensure that authorities are promptly informed of the arrival or departure of persons of interest in ongoing investigations.
Meanwhile, the BI has relayed the information promptly to the Secretary of Justice, following current procedures.
