GAB gets high COA rating for OP attached agencies

THE Games and Amusements Board (GAB) continues to get high marks as one of the attached agencies under the Office of the President.

In a report by the Commission on Audit (COA), GAB is listed as among the 15 attached agencies under the Office of the President which received the highest rating audit for the calendar year 2019.

Based on the announcement posted on the official COA website, GAB is one of the government offices that received an “unqualified opinion” based on the Executive Summary report.

The unqualified audit opinion is considered as the best mark a government agency can receive from COA.

It is issued when the auditor believes that a state office has fairly and appropriately presented its financial statements during the audit without any identified exceptions, according to the same report.

The government agency also gets best audit rating if it has accurately disclosed all changes, accounting policies and their applications and effects.

GAB Chairman Abraham “Baham” Mitra welcomed the COA report and said the high rating the government sports agency received is “a product of the hard work and dedication of its employees.”

“We’re happy that GAB is among the 15 government agencies to receive the highest rating audit from COA. Kami naman po ay talagang nagtutulong-tulong para mai-angat natin ang professional sports sa bansa,” said Mitra.

Mitra and GAB Commissioners Eduard Trinidad and Mar Masanguid are widely credited for the emergence of GAB as one of the top-performing goverment agencies, especially during the outbreak of the coronavirus disease.

As the government agency tasked to regulate professional sports, GAB also joined the Philippine Sports Commission (PSC), and Department of Health (DOH) in crafting thw Joint Administrative Order (JAO) No. 2020-0001 otherwise known as “Guidelines on the Conduct of Health –Enhancing and Sports during the Covid-19 Pandemic”.

Under Mitra’s watch, the GAB was also awarded as “Commission of the Year” by the prestigious World Boxing Council (WBC) during its 55th Annual Convention in Baku, Azerbaijan in 2017.

GAB also hosted the third WBC Women’s Convention and WBC Asian Summit held last Nov. 16-18, 2018 and the first Philippine Professional Sports Summit last Sept. 24-25, 2019.

Both events were held at the Philippine International Convention Center (PICC)

Aside from GAB, other government offices that received an “unqualified opinion” based on the COA report are:

  • Climate Change Commission
  • Commission on the Filipino Language
  • Governance Commission for Government Owned or Controlled Corporations
  • Housing and Urban Development Coordinating Council
  • Housing and Land Use Regulatory Board
  • National Anti-Poverty Commission
  • National Historical Commission of the Philippines;
  • National Library of the Philippines;
  • National Youth Commission
  • Optical Media Board
  • Philippine Commission on Women;
  • Philippine Competition Commission
  • Presidential Legislative Liaison Office.
  • Presidential Management Staff (PMS)

The National Commission for Culture and the Arts (NCCA) and the Philippine Racing Commission (PRC) were the only two attached agencies that were given “qualified opinion” which indicates that there was either a scope limitation, an issue discovered in the audit of the financials that was not pervasive, or an inadequate footnote disclosure.
