Cagayan de Oro City — Liceo de Cagayan University’s College of Law proudly announces the successful continuation of its Clinical Legal Education Program (CLEP) at the Cagayan de Oro City Jail-Male Dormitory. Under the supervision of City Jail Warden JSUPT WILLIAM T MANENGYAO, DPA, law students are engaging with Persons Deprived of Liberty (PDL) to provide essential legal education and resources.
The CLEP, which began with its opening and orientation on September 13, 2024, aims to empower PDL by enhancing their understanding of legal rights and responsibilities. Over the next five months, students will conduct eight sessions focusing on various legal topics.
Today, approximately 120 PDL attended the session, (Session 1-Module 1 : Basic Concepts of Laws and Philippine Legal System and Module 2 : Basic Constitutional Law-Bill of Rights) which featured discussions led by Ms. Marchombsar Alieyah Shalline Mr. Rhyndl Nephi Luczon, Mr. Joely Liputan and Ms. Charmaine E. Cuartero. The modules covered in this session are designed to foster awareness and promote informed decision-making among PDL, ensuring they are better equipped to navigate the legal system.

Why This Matters
Despite being incarcerated, PDL are entitled to knowledge about their rights and the law. Access to legal education is vital for fostering rehabilitation and reducing recidivism. By tackling these laws, the CLEP not only promotes individual empowerment but also contributes to a more just and humane correctional system. Understanding legal frameworks can lead to more effective participation in legal processes, better outcomes in hearings, and a stronger foundation for reintegration into society.
The College of Law is committed to serving the community and addressing the needs of PDL, recognizing that education is a crucial element of rehabilitation. This program not only enhances the educational experience of law students but also underscores the importance of legal advocacy and social justice.
