Former Police Col. Cezar O. Mancao II, who was the Chief of the defunct Presidential Anti Organized Crime Task Force (PAOCTF) for Luzon, is the son of the late Police Major Cezar W. Mancao Sr. and Mrs. Reynalda O. Mancao. He was born and raised in the undivided Davao Del Norte. He graduated from the Philippine Military Academy Class of 1986. He received numerous awards and commendations including the prestigious PMAAAI Cavalier Award for Police Operations in 1994. He pursued Masters Degree, Law Studies and underwent different schoolings here in the Philippines and abroad honing his skills and intelligence.
Col. Mancao is known for his heroic accomplishments in police service for which he got promoted twice to the next higher rank. He also has a film biography entitled “MANCAO”, portrayed by famous actor Philip Salvador, in 1994. In 2001, when the former President Joseph Erap Estrada was ousted in power, he, too, was not spared from the many accusations and false charges that were lodged against those who were perceived close to the latter. Col. Cezar O. Mancao II was co-accused in the “State of Rebellion and Inciting to Sedition” charges together with the late Miriam Defensor-Santiago, Juan Ponce Enrile, Gringo Honasan, Panfilo Lacson and others but were eventually dismissed. He was likewise haunted by false charges on the Kuratong Baleleng multiple murder and the Dacer-Corbito double murder cases. He spent 17 years of his life in miserable situation where he was forced to leave the country in 2001 to get off the heat in politics. He lived and supposedly started a new life in the USA and started being an ordinary salesman on the road, as a casual laborer, a security guard, until he became a realtor and mortgage broker. But in 2006, he was implicated as a material witness to the espionage case of former Sgt. Aragoncillo, who worked for US Vice President Dick Cheney together with Col. Michael Ray Aquino, and was eventually cleared and exonerated. He was again embroiled in the extradition case resulting from his inclusion in the Dacer-Corbito double murder case to which he was made a state witness. He suffered in jail despite his inclusion with the witness protection program due to some political pressures of people in power for a couple of years, but he escaped from the NBI detention before he was supposedly transferred questionably to the Manila City jail. He fought against the injustices he experienced while in hiding until the Duterte administration where he resurfaced and got detained to face the charges and was eventually cleared from all charges in February 2018. Despite of all these controversies and challenges, Col. Cezar O. Mancao II believes that the Filipino people are now wiser with regards to choosing and electing their leaders.
After his remarkable service in the Philippine National Police, Col. Cezar O. Mancao II is now the President of SLM Agri Venture Company, producing Cavendish banana for export, located at Loreto Agusan Del Sur and where he gave priority to local laborers, 95% of which are Manobo natives of Agusan Del Sur. He truly believes in helping the natives and the locals to lead them to a better life and become empowered as good citizens of the country.
Col. Cezar O. Mancao II is now running as the first nominee of #143 MAYPAGASA Party List this coming May 13, 2019 elections. He is one of the silent but ardent supporters of President Rodrigo Roa Duterte before, during, and after the 2016 election. Col. Cezar O. Mancao II reiterated that “serving the country by passion is the true meaning of leadership”.
Col. Cezar O. Mancao II is married to Dr. Maricar Salva-Mancao. They have four sons, Joey, Henry, Jason, and Michael.
