Lumagui unveils BIR’s Three Seals of Excellence: ISO, CSC PRIME-HRM, and NPC Seal of Registration

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. announced, that after two (2) years of heading the agency, the BIR has achieved three (3) Seals of Excellence. The BIR has achieved a 100% Nationwide ISO certification on several frontline processes, Civil Service Commission Program to Institutionalize Meritocracy and Excellence in Human Resource Management (CSC PRIME-HRM) Maturity Level II Accreditation, and National Privacy Commission (NPC) Seal of Registration.

The BIR is the first government agency in the Philippines to achieve a 100% Nationwide ISO Certification of its services.

“The BIR’s Three Seals of Excellence, ISO, CSC PRIME-HRM, and NPC Seal of Registration, shows our commitment to good governance. Year after year, the BIR will work towards tax administration reforms that meet international standards” Commissioner Lumagui stated.

ISO 9001:2015 is an International Standard that specifies the requirements for a Quality Management System (QMS). This system is used to demonstrate the ability to consistently provide services that meet customer and regulatory requirements. ISO Certification helps the Bureau provide consistent, efficient, and quality service to taxpayers.

As of this year, several services of the BIR has already reached 100% Nationwide ISO Certification. This includes Business Registration Processes, Process of Retrieval and Verification of Batch Control Sheet (BCS) Reports and Tax Returns from Authorized Agent Banks (AABs), Processing and Issuance of Tax Clearance Certificates, Standards on the Processing of One Time Transactions, and Processing of tax returns in the Document Processing Division (DPD) particularly on Document Control and Data Capture Processes.

Expansion 2 and Expansion 3 of the ISO Certification are ongoing. This will include other BIR services other than those mentioned above.

CSC PRIME-HRM

CSC PRIME-HRM

The CSC PRIME-HRM is a mechanism to support the attainment of the CSC vision of becoming a Center of Excellence for Human Resource and Organization Development. It assesses the agency’s human resource management competencies, systems and practices toward HR excellence.

The BIR National Office and the twenty-one (22) Revenue Regions have been conferred with CSC PRIME-HRM Maturity Level II Accreditation (Bronze Award). This award allows for fast track recruitment in the Regional level. Full-fledged Regional Directors can sign original appointments for entry-level positions.

Given this Bronze Award, the BIR is granted the following privileges:

  1. Authority to approve/take final action on appointments;
  2. 20% discount for the Human Resource Management Officer (HRMO) or Agency Representative on trainings/conferences conducted by the Civil Service Institute (CSI);
  3. Endorsement or recommendation for scholarship grant offered by other institutions;
  4. Nomination to CSC’s Certification Program for HRMOs subject to the guidelines to be issued by the Commission;
  5. Exclusive membership to community of learners who shall have access to digital learning resources and other developmental opportunities subject to the guidelines issued by the Commission;
  6. Announcement of the agency’s programs/projects bureaucracy-wide through the CSC website; and
  7. Such other benefits that the Commission may approve in the future.

In accordance with the Data Privacy Act of 2012 (RA 10173), the BIR has officially been awarded the Seal of Registration by the NPC. This recognition underscores the commitment of the BIR to adhere to privacy regulations and promote a culture of accountability within all revenue offices to protect the data entrusted by taxpayers.

While the BIR is authorized to collect data, it is its responsibility as custodian to ensure that all information in its care remains confidential, secure, and protected in accordance with legal standards.
