Manila court nullifies Alice Guo’s proclamation as Bamban Mayor, rules her as Chinese citizen

“Guo Hua Ping is undoubtedly a Chinese citizen, born by Chinese parents namely: Guo Jian Zhong and Lin Wenyi.”

On this premise, the Manila City regional trial court (RTC) has nullified Guo’s proclamation in 2022 as mayor of Bamban, Tarlac, saying: “Alice Leal Guo is nothing more but a usurper of the Office of the Mayor of Bamban, Tarlac. It follows, therefore, that her proclamation was deemed void.”

In a decision handed down by Judge Liwliwa Hidalgo-Bucu of MRTC Branch 34, it was noted that there exists no birth, death and even marriage records for Alice Guo’s alleged parents and a signature expert testified that Alice Guo’s fingerprint matches with the Chinese national Guo Hua Ping, adding that Guo and her parents are holders of Chinese passports. She is presently detained at the Pasig City Jail Female Dormitory, after the court ordered her transfer from Camp Crame.

“Alice Leal Guo is found disqualified from and is hereby adjudged guilty of usurping and exercising the Office of the Mayor of Bamban, Tarlac. Accordingly, she is hereby ousted and altogether excluded therefrom,” the court stated in granting the quo warranto petition.

It will be recalled that last year, the Office of the Ombudsman (OMB) ordered the dismissal of Guo as mayor for grave misconduct on complaints filed by the Department of the Interior and Local Government (DILG). The Office of the Solicitor General (OSG) then filed a quo warranto case against Guo before the Manila RTC to challenge her authority and qualification to discharge the functions of a mayor in Bamban.

Court records show that Guo Hua Ping arrived in the Philippines on July 12, 1999 with her Chinese parents, Guo Juan Zhong and Lin Wenyi. She ran and won as Bamban mayor in 2022.

Guo also faces charges for qualified trafficking in persons case in a case filed also last year by the Department of Justice (DOJ). before the Pasig City courts, with the following as co-accused: Dennis Cunanan, a former Technology and Livelihood Resource Center (TLRC) deputy director general and representative of Zun Yuan Technology, as well as 12 executives and founders of the three companies. Her business partners Huang Zhiyang, Zhang Ruijin and Baoying Li also stand as her co-accused.

The case of violation of Republic Act (RA) 9208, the Anti-Trafficking in Persons Act of 2003 filed against them stemmed from alleged illegal activities committed by Zun Yuan Technology Center, which was raided by authorities in March 2024. Said company is a Philippine Offshore Gaming Operator (POGO) located in Bamban.
