MANILA Mayor Honey Lacuna commended the Manila Police District -Special Mayor’s Reaction Team (MPD-SMaRT) headed by Maj. Edward Samonte for having successfully rearrested the Korean who made the headlines after escaping from the Bureau of Immigration (BI) warden facility in Bicutan, Taguig recently and for the successful confiscation of one kilo of shabu worth around P6.8 million during the said operation.

The said fugitive, identified as Kang Juchun, alias Junghon Nam, 38, a computer engineer, was presented to Mayor Honey Lacuna by Samonte and representatives from the BI led by bureau spokesperson Dana Sandoval and BI- fugitive search unit members under their chief Rendel Ryan Sy.

Lacuna lauded MPD chief PBGen. Andre Dizon, Samonte and all the MPD personnel involved in the operation, saying they proved to one and all that Manila will not allow itself to become a haven for criminal fugitives as well as illegal drug activities.

In his report to Lacuna and MPD Director PBGen. Andre Dizon, SMaRT chief Maj. Edward Samonte said the arrest of fugitive was a result of collaborative efforts with the Bureau of Immigration’s fugitive search unit headed by Rendel Ryan Sy.

Also nabbed in the said operation in the suspect’s condominium located on Little Baguio Terraces -Tower 1 ,Unit 5-A North Domingo St. San Juan City, were Kang’s associates and housemates Kyung Sup Lim, 44 and Kim Mi Kyung, 39. All three were detained at the SMaRT holding cell.

It was learned that Kang is wanted for murder and abandonment of dead person in his hometown in South Korea.

Prior to his arrest, Sy said the bureau disseminated flyers until a tipster contacted the office of Samonte regarding Kang’s whereabouts.

A surveillance was done which resulted in the operation that was carried out at 12 noon and resulted in the arrest of Kang, who was reportedly even holding a shabu session with Kyung when the cops arrived. A kilo of shabu worth P6.8 million was found in their possession and confiscated by the police.

Kim had been charged with obstruction of justice for harboring Kang, who happened to be a fugitive while Kyung was charged with violation of RA9165 or Dangerous Drugs Act of 2002.

Kang, meanwhile, had been turned over to the BI for proper disposition.

Samonte all three had been additionally charged for possession of a kilo of shabu with estimated street value of P6.8 million. BI spokesperson Dana Sandoval said Kang is the subject of an arrest issued by the Seonsan Branch of the Daejon District Court in February for murder charges and abandonment of a dead body in violation of the Criminal Act of the Republic of Korea.

Sandoval said Kang was reported to have breached the BI Warden’s Facility perimeter by scaling a 20-foot fence with barbed wires at 2 in the morning last May 21, having abused a blind spot in the facility’s CCTV, where he climbed the fence and fell on the cemented road.

He was initially apprehended in February by immigration officers at the Ninoy Aquino International Airport (NAIA) Terminal 2 after arriving from Bangkok.
