Most wanted kidnapper captured in Bukidnon

AGENTS of the Philippine National Police Anti-Kidnapping Group on Friday captured one of the country’s most wanted kidnappers during a manhunt operation in Kibawe, Bukidnon, PNP-AKG director, Brigadier General Jonnel C. Estomo announced yesterday.

The PNP-AKG director identified the arrested suspect as Ryan James Sebellano alias ‘Jimboy,’ a member of the dreaded Ozamiz Kidnapping-for-Ransom Group who is also the subject of a warrant of arrest for murder with no bail recommended by the Tangub City Regionla Trial Court Branch 16 in Misamis Occidental.

In a report to PNP chief, General Archie Francisco F. Gamboa, the official said the suspect was tracked down in his hiding place in Bgy. Marapange in Kibawe 5 p.m. Friday by the AKG Mindanao Field Unit led by Colonel Alex C. Fulgar.

With the assistance of the Bukidnon Police Provincial Office and the local Criminal Investigation and Detection Group, the AKG operatives served the warrant of arrest issued against the suspect by Judge Silvia Singidas-Machacon.

Estomo said the suspect has been tagged as the no. 1 most wanted person in Bonifacio, Misamis Occidental and is believed to be one of the few remaining members of the Dragon Francisco KFR Group in Ozamiz City.

The official said the leader of the Dragon KFR group identified as Rey Jalasan alias’ Ranger’ and one of his brothers, Reynald Jalasan alias ‘Aling’, were killed in a police operation in Tudela, Misamis Occidental.

Estomo said the captured suspect is wanted for his involvement in the kidnapping-for-ransom of Filipino-Chinese national Shenny Ang Sy in Cavite this year. He said the Jalasan brothers were arrested by the AKG Mindanao Field Unit while in the act of withdrawing the ransom money sent by the victim’s family to two money remittance centers in Clarin and Tudela municipalities.

However, both were ordered released by the court for lack of probable cause until a continuing police operation against them resulted in a shootout.

The PNP-AKG director said Sabellano and his cohorts were believed to be involved in robbery-extortion, gun-for-hire, illegal drug trafficking and kidnapping-for-ransom activities in Ozamiz City and Bukidnon.

Estomo said that following the downfall of the Ozamiz Group, the suspect migrated to Maramag, Bukidnon where he got married and became a construction worker.

In 2019, the suspect managed to escape arrest by PNP-AKG operatives who raided his residence in Bgy. Panalsalan in Maramag.

Estomo said the suspect was immediately taken to the AKG Iligan Satellite Office for documentation and further investigation prior to his presentation to court and issuance of official jail commitment order.
