Most Wanted Terrorist and Leader of Daulah Islamiya Terror Group Neutralized by Government Troops in Maguindanao

CAMP SIONGCO, Maguindanao – Salahuddin Hassan, also known as Orak, the overall Amir of Daulah Islamiya – Philippines and most wanted Daulah Islamiya Terrorist was neutralized by government security forces during the conduct of a joint military and police operation at So Pinareng, Brgy Damablac, Talayan, Maguindanao early morning today, October 29, 2021.

The successful neutralization of said terrorist leader came after the continuous man-hunt and sustained military operation with the help of several leads from concerned residents in the area who reported the presence of suspicious armed individuals in their community.

Col. Pedro Balisi, the Commander of 1st Mechanized Brigade that covers the area where Hassan was neutralized, disclosed that the group of Hassan tried to escape by engaging government troops in an armed clash on the early morning of October 29, 2021. However Hassan was seriously wounded in the firefight and was left by his group along with another female cadaver which was later identified as Jehana Minbida, wife of Hassan and the Finance Officer of Daulah Islamiya. “Our operating troops were able to recover the cadaver of Hassan and Minbida together with several firearms and war material which includes a 5.56mm R4 Rifle, bandoliers, ammunition, various war paraphernalia and subversive documents.

Hassan is the former leader and founder of the notorious Al-Khobar Group involved in the different terroristic attacks in Mindanao from 2007-2015. He is also a student of the late Basit USMAN and Malaysian terrorist Zulkifli Abdhir Marwan. Hassan replaced Hatib Hajan Sawadjaan as the over-all Amir of Daulah Islamiyah (DI) in the Philippines after the latter’s death in 2020. He is also identified as the mastermind of the Yellowbus unit bombing early this year at Tulunan, Cotabato and the burning of another Yellowbus unit at M’lang, Cotabato last June 3, 2021 which resulted to the deaths of 4 civilians and many others were injured. Hassan’s group was also responsible for the extortion, liquidation, and bombing activities in Central Mindanao targeting business personalities and companies. Further his group was also identified to be among the terror groups involved in the 2014 Maramag Bukidnon Rural Transit bus bombing which left at least 11 dead and 15 injured; the Davao Night Market bombing in 2016 that killed at least 14 civilians; and the Isulan twin bombing in 2018 which killed 5 individuals and wounding at least 40 others.

Maj. Gen. Juvymax R Uy PA expressed optimism that with the death of Hassan, the Daulah Islamiya Terror Group nears its end. “With the help of the community and other stakeholders, we can defeat these terrorist groups and realize our desire of a safe and peaceful community. And I continue to call on the community and our partner LGUs to help us totally defeat terrorism and violent extremism.”

Further, Maj. Gen. Uy also called on the remnants of the Daulah Islamiya Terror Group to surrender and return to the folds of the law. “Your government is ready and willing to accept all of you back to mainstream society. We have the AGILA-HAVEN Program of Maguindanao Province that will cater to your needs once you decide to live a peaceful life with your families and the community,” Maj. Gen. Uy added.
