MPD – Smart’s head Maj. Ibay an addition to manila’s feats

AMID the growing list of awards being heaped upon the administration of Manila Mayor Isko Moreno due to his countless achievements and reforms introduced in so short a period of time, comes another feat that added another feather to his cap.

Maj. Rosalino ‘Jhun’ Ibay, Jr., chief of the Special Mayor’s Reaction Team (SMART) whom the mayor handpicked for the said position, was bestowed the ‘Presidential Lingkod Bayan Award’ by the Civil Service Commission (CSC) recently.

Ibay was chosen as the regional winner of the said award for 2020 and was given the award in simple ceremonies held at the office of CSC Director Margarita Reyes and attended by MPD Director Francisco and selected attendees.

A fitting recognition was likewise given to Ibay at the MPD headquarters, this time in a ceremony led by Mayor Kois himself.

Ibay was chosen for the award owing to his efficiency and dedication as a law enforcer and member of the PNP.

CSC Director Reyes had mentioned that the said award is given annually at the Office of the President in Malacanang but that they had to forego the tradition owing to the pandemic, so that instead, the awarding was held at the CSC office Taguig City.

The award received by Ibay, it was learned from Reyes, is unique in that it was the first time that it was given to a member of the PNP. Ibay was chosen by a committee composed of CSC members, based on recommendations from various private groups and the entire PNP Command.

Usually, such an award is given to public servants coming from the ranks of national government agencies.

Ibay attributes his unique accomplishments and expresses his utmost gratitude to his bosses, specially Mayor Isko Moreno, who took him in as part of the new administration’s team and head, no less, of the Special Mayor’s Reaction Team (SMART) of the MPD- Manila City Hall.

He also expressed gratitude to his superiors at the Philippine National Police (PNP) led by its Chief, PGen Debold Sinas, National Capital Region Police Office chief PBGen. Vicente Danao, Jr. and Manila Police Director PBGen Leo Francisco.

Apart from heading SMaRT, Ibay is also concurrent chief of the District Anti-Carnapping Unit (DACU).

His other previous awards include the following: “Best Provincial Chief of the Year” in Davao del Norte, given on November 26, 2010 2; “Best Junior PCO of the Year 2013” during the MPD’s 113th anniversaryin 2014; “Best Junior PCO of the Year 2015” during 115th MPD Anniversary in 2016; one of the “Ten Outstanding Association of Police Officers Lateral Entry (APOLE)” in 2015; “Outstanding Filipino Award” in 2017 awarded by Metrobank Foundation; Plaque of Merit as one of the winners in the Search for Country’s Outstanding Police Officers in Sevice (COPS), awarded by PNP Chief Ronaldo dela Rosa on September 11, 2017; Plaque of Recognition awarded by the Rotary Club of Manila East as Outstanding Filipino for the Country’s Outstanding Police Officers in Service 2017, given on September 12, 2017; . 2019 Outstanding Alumni of Tondo High School during its celebration of the 40Th Founding anniversary on February 15, 2019; Civil Service Commission “Pagasa Regional Winner” 2019 in the 2019 Search for Outstanding Government Workers (CSC) held on May 28, 2019.; Fellow in Public Service on August 15, 2019 awarded by Metrobank Foundation and “Best Junior PCO for Operation of the Year 2020” during the 119th MPD Founding Anniversary in January 2020.

Given his young age vis-à-vis the various kinds of recognition he had received so far, it seems that Maj. Ibay is in for more accomplishments in the years ahead.
