NATIONAL Capital Region Police Office chief, Director Guillermo Lorenzo T. Eleazar yesterday ordered the administrative relief of and filing of charges against two motorcycle-riding policemen who were seen in viral video destroying a cab’s side mirror while escorting a group of Korean nationals last Saturday in Pasay City.
The policemen were identified as Police Officer 2 Ralp C. Tumangui, a member of the Parañaque City Police-Community Precinct 7, and PO2 Jay Templonuevo, assigned with the NCRPO headquarters in Camp Bagong Diwa in Bicutan, Taguig City.
Eleazar said the two are also facing administrative charges for less grave misconduct for violation of the Philippine National Police Memorandum Circular No. 2016-002 which prohibits any member of the police force for acting as ‘escort or security’ of a private individual without any authority.
PO2 Tumangui will also face a criminal case for malicious mischief filed by the driver of the taxi whose side mirror he smashed.
The video which was recorded by a dash cam installed inside the taxi, was uploaded by its owner Joseph Curioso Barreno. PO2 Tumangui was shown smashing the cab’s side mirror when Barreno failed to immediately give way to their convoy.
The policemen escorted the group of Korean businessmen on their way to Andrew Boulevard from Parañaque City using their private motorcycles without proper authority in violation of the memorandum circular.
“I won’t tolerate any wrongdoing of any of my officers and men and I assure the citizenry that all their complaints would be properly investigated,” Eleazar said as he and PNP Highway Patrol Group director Chief Superintendent Roberto B. Fajardo scolded the two policemen before the media.
