4 alcohol, gloves, thermal scanner hoarders, profiteers nabbed

THE Philippine National Police yesterday announced the arrest of four persons for hoarding and selling of overpriced alcohol, gloves and thermal scanners in Metro Manila following two separate operations which resulted in the confiscation of over P800,000 worth of hygienic products being sold way beyond their standard retail price.

PNP chief, General Archie Francisco F. Gamboa said combined agents of the National Capital Region Police Office and the PNP Criminal Investigation and Detection Group made the arrests in the wake of their ongoing operation to identify and send to jail persons taking advantage of the present COVID-19 crisis to engage in hoarding and profiteering.

NCRPO director, Major Gen. Debold M. Sinas said members of the NCRPO Regional Special Operations Group and the Valenzuela City Police Station arrested two of the suspects identified as Ricky Dacillo,44; and Leonila Collado,40, during an entrapment operation at no. 7 Melchor Street in Pacheco Village, Balubaran, Valenzuela City at 2:40 p.m. Saturday.

Sinas said the operation was triggered by reports that the company where the two suspects are working is involved in the hoarding and selling of overpriced disinfectant antiseptic alcohol. Dacillo and Collado are the respective checker and secretary of the raided establishment.

The official said that the Valenzuela City Business Permit and Licensing Office also certified that the suspects have no business permit to sell alcohol products.

The two were arrested shortly after they conspired to sell alcohol products to an undercover officer. Officers who raided the place seized 179 pieces of 20-liter plastic containers of 70 percent isopropyl alcohol being sold at P2,750 each container for a total of P492,250;  168 pieces of 3.6-liter gallons of the same alcohol worth P83,662 as they were being sold at P137,50 each;  63  pieces of 1-liter gallons of alcohol being sold at P137.50 each or a total of P8,662.50;  4,000 plastic bottles each containing 25ml of alcohol worth P13,750;  and three drums, each with a 200-liter capacity with 100 percent isopropyl alcohol worth P57,000; and 86 pieces of 20-liter plastic drums containing raw alcohol materials.

Sinas said that total volume of alcohol products seized during the Valenzuela City operation is around P655,000.

The other two suspects identified as Raymundo Dalumpines and Alex Chua were arrested by combined operatives of the CIDG-NCR, the NCRPO Regional Intelligence Division, the Northern Police District and the Valenzuela City Police Station during an operation along McArthur highway corner Camia Street in Barangay Marulas 4:30 p.m. Friday.

CIDG-NCR chief, Colonel Arnold Thomas C. Ibay said that recovered from the suspects’ possession were 21 pieces of Victor 302R IF Thermometer worth P115,500; 48 boxes containing Top Gloves products worth P9,600; three boxes of Glomed Nitrile Examination gloves worth P660; and the boodle money topped by a marked P500 bill.
