NATIONAL Police Commission (NAPOLCOM) vice chairman Atty. Vitaliano Aguirre has presided over his very first en banc meeting during which 103 summary dismissal cases involving 177 police officers were resolved.
A total of 36 cops including a police colonel were meted the ultimate penalty of dismissal from the service while 18 were slapped with a rank demotion and 10 got suspension orders ranging from 20 days to six months.
Three other police officers were reprimanded for administrative infraction.
The NAPOLCOM did not identify the sanctioned cops.
The meeting was held last week or barely a month upon his assumption of office as vice chair and executive officer of the commission.
Upon assumption of office, Aguirre vowed to fully execute President Rodrigo Duterte’s marching orders to rid the Philippine National Police of scalawags.
The Department of the Interior and Local Government (DILG) has high regards for Aguirre saying his vast experience as a lawyer and in government service will prove to be useful as he works together with the Interior Secretary and the NAPOLCOM en banc in exercising administrative control and supervision over the police force.
“With Aguirre at the helm of NAPOLCOM, the Department expects that he will help professionalize and strengthen the culture of discipline, accountability, and service in the Philippine National Police,” the DILG said in an earlier statement.
Aguirre’s first en banc meeting was attended by PNP chief General Debold Sinas, ex-officio Commissioner of the NAPOLCOM and other members of the NAPOLCOM en banc which include Commissioner Felizardo Serapio, Jr., Commissioner Zenonida Brosas and Commissioner Job Mangente.
Aside from the disciplinary actions, the group likewise deliberated on three policy issuances for the PNP such as the proposed amendments to the IRR of R.A. 9708 (Replacement of National Bureau of Investigation clearnace with PNP clearance as a requirement for promotion); Proposed NAPOLCOM Memorandum Circular, entitled: Procedures and guidelines for the conduct of termination proceedings of PNP uniformed personnel in temporary status) and and Proposed amendment/s to NAPOLCOM M.C. 94-017 (Adopting a uniform criteria in determining when a crime is considered solved).Publication Source : People's Tonight
