SAYING he was bothered by his  conscience, the driver who hit-and- run a couple riding a motorcycle along Marcos Highway in Pasig City surrendered to the authorities Saturday morning.

According to Police Colonel Rizalito Gapas, Pasig Police chief , suspect Russel King F. Carlos, 29, single, farm manager and resident at No. 16 Pikador St. Midtown Subdivision. Phase 1, San Roque ,Marikina City  was accompanied by his lawyer at the Pasig Police Station at around 2 p.m.

Pelagio Lawrence Cuison, Carlos’ legal counsel said that his client was unaware that he hit the motorcycle .

“When the video was already in the news and Carlos saw what he believed was his car, that was the time he thought he was involved in the accident,” the counsel said.

Cuison denied allegations that Carlos was under the influence of illegal drugs at the time of the accident.

Carlos said he is taking full responsibility for his “irresponsible” driving.

Gapas said Carlos was the driver of the Honda Accord that hit and run Mark Joseph Belen, 29, waiter and live in partner Rossana Ugto, 33, call center worker, both residing at Block 16, Lot23, San Isidro, Antipolo City.

The video footage showed that on  March 26, at around 1 am the  couple was traversing the motorcycle lane when the car  swerved right to overtake then back left when it hit the motorcycle with its rear left bumper.

This caused the motorcycle driver, Belen, and rider Ugto, to crash uncontrollably.
