Bureau of Immigration agents nab Russian fugitive

A Russian fugitive wanted in his home country for fraud was nabbed by Bureau of Immigration (BI) personnel after he attempted to extend his temporary visitor’s visa at the BI’s head office in Intramuros, Manila.

Likharev Anton, 37, was caught by Immigration Officer Catalino Alfonso and staff Justin Marcial of the BI Tourist Visa Section after records showed that he arrived in the country in 2016 as a tourist and has not left since.

The BI said  Likharev is the subject of a Summary Deportation Order signed by the BI Board of Commissioners in December 2018 following information that he is wanted by Russian courts for large-scale crimes involving acquisition of other people’s property by means of deceit, in violation of Article 159, part 4 of the Criminal Code of the Russian Federation.

Records also show that Likharev made headlines in 2017 after being arrested for violating the Fisheries Code of the Philippines and a municipal ordinance when he killed a green sea turtle with a spear in Dauin, Negros Oriental.  He reportedly denied that it was his intention to kill the turtle and alleged that he did not know that the area is a marine sanctuary.

He was turned over to the BI Fugitive Search Unit for commitment to the BI’s detention facility in Bicutan, Taguig pending the implementation of his deportation.

BI spokesperson Dana Sandoval said the bureau will not allow fraudsters like Likharev to hide in the Philippines, as they pose a risk to public interest.
