A RANKING official of the Manila International Airport (MIAA) is facing charges of violation of Republic Act No. 7877. ‘An act declaring sexual harassment unlawful in the employment, education or training environment’ and grave abuse of authority filed by a contractual employee at the airport.
In her complaint-affidavit filed at the Pasay City Prosecutor’s Office last October 3, 2018, Jayzel David, a contractual, agency-employed personnel assigned at the MIAA emergency services department (ESD), identified the official as officer-in-charge, Melchor delos Santos, of Lot 4, Block 7, Phase 2, Eco Trend Subdivision San Nicolas, Bacoor, Cavite.
She claimed that on September 23, she and her boyfriend Oliver de Leon, also a MIAA employee, received a memorandum handed by their agency LBP, from the ESD administrative department, recalling them for ‘loss of trust and confidence.’ Ma. Concepcion Leviste, project manager, then asked them to submit a written explanation.
David said her ordeal began in December last year when Delos Santos allegedly offered her a ride home using the office service vehicle but instead of going home, Delos Santos offered to have coffee in a food chain in Paranaque which she was not able to refuse since Delos Santos was her boss.
In February, Delos Santos again allegedly offered a ride and again requested that they have coffee, later changing his mind for them to ‘unwind’ instead. David said she agreed for fear of losing her job.
Once in the bar, she said, Delos Santos, ordered a bucket of beer. When he said they were going to Tagaytay to have ‘bulalo’ she begged off.
She said, Delos Santos, called up and texted someone and a few minutes later, a certain Arlene Britanico, officer-in-charge of AGMFA also at the airport, arrived and angrily asked if her job description included going out with her boss and David said she replied ‘no.’ she said, Britanico then threatened to remove her.
From April to August this year, she said Delos Santos asked her to massage him or go out with him several times but she always politely declined. She also claimed that Delos Santos made statements like ‘ang bango bango mo’ that made her felt embarrased, humiliated and slighted ‘but I could not react for fear that I might lose my job.’
On September 3, she said Delos Santos called her and her boyfriend De Leon for their recall, which she said was without due process.
