Intel agents arrest shabu-sniffing cop

AGENTS of the Philippine National Police Integrity Monitoring and Enforcement Group (PNP-IMEG) yesterday arrested a drug-dealing police sergeant in Muntinlupa City after he sold P2,000 worth of shabu to an undercover officer, PNP-IMEG Director, Colonel Roneo M. Caramat Jr. said.

In a report to PNP chief, General Oscar D. Albayalde, the official identified the rogue policeman as Staff Sergeant Raphael Aves Justo.

Caramat said that Justo, assigned at the Office of the Regional Personnel and Records Management Division of the National Capital Region Police Office, was arrested during the sting in Barrio Katarungan, Type C National Bilibid Prisons Reservation in Poblacion, Muntinlupa City at 2:45 a.m. yesterday.

Recovered from the suspect’s possession were one heat-sealed plastic sachet containing suspected shabu and P2,000 in marked bills paid to him by the poseur.

“The operation stemmed from an intelligence packet developed by the IMEG based from various reports on the rampant  involvement of the subject Police Non-Conmissioned Officer in  illegal drugs and hulidap activities in Muntinlupa City,” said Caramat.

The official said a record check showed that SSgt. Justo was suspended several times ,  the latest of which took place when he was suspended for 41 days effective last  Aug 30, 2019 to Oct 9, 2019 by NCRPO Director, Major General Guillermo Lorenzo T. Eleazar for a number of administrative offenses.

“Recently, he was monitored and  caught on video sniffing  shabu on two ocassions together with his customers mostly young women inside his house which he utilizes as drug den, hence this operation,” the PNP-IMEG Director said.

The suspect is now being held at the PNP-IMEG detention facility facing non-bailable charges for sale and possession of dangerous drugs under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

The suspect will also be charged administratively for grave misconduct.

SSgt. Justo is the latest rogue cop arrested by the PNP-IMEG for illegal drug trafficking and abuse. The erring cops who are now in jail were even caught on video sniffing shabu like an ordinary addict earning them the ire of the PNP leadership.
