THE days of ‘palakasan’ are over.
Thus assured Manila Mayor Isko Moreno, as he urged workers in city government to apply for higher positions where they may qualify stressing there is no harm in trying.
Speaking before hospital workers, Moreno said the culture of not pushing hard for a higher position because you don’t have any connections to the mayor will no longer prevail since the basis for promotions will be qualification and services rendered.
Moreno urged the health care workers to file their applications assuring that Vice Mayor Honey Lacuna, who is in charge of them, will be fair and neutral.
Moreno recalled that when he was vice mayor, he worked on the promotion of just one and the position vacated resulted in the elevation of 24 others.
The said personnel that he helped, Moreno said, has not had a single promotion for 27 years and with his help, said worker was able to retire holding the highest position he qualified for.
‘Di ko kayang yakapin lahat pero sinisiguro ko na basis of promotion is service rendered in the city of Manila.
Marami sa inyo inuuban na, magpa-promote na kayo. As long as you are qualified, go to personnel, go to Vice Mayor Honey and I will sign it,’ Moreno said.
‘ I don’t mind seeing you. You will never owe me, it’s the city that owes it to you kaya tirahin nyo na. Sayang, halimbawa me kapantay ka pareho kayong matanda na at least you tried,’ he added.
The mayor also urged the workers to take the civil service exams in order to qualify for better positions, stressing they could take as many times as they can until they pass.
‘It’s better to try and fail than fail by not trying at all. Ako kundi ako maabilidad at sumunod sa direksyon ng mga boss ko wala ako sa harapan nyo ngayon,’ he said.
