Isko orders strict enforcement of curfew to protect minors

MAYOR Isko Moreno has ordered the strict implementation of the existing curfew ordinance that will prohibit minors from loitering in the streets of Manila from 10 p.m. to 4 a.m. of the following day, in an effort to protect the youth.

The ordinance covers those aged 18 or younger and mandates barangay authorities and members of the Philippine National Police (PNP), particularly the Manila Police District (MPD) to enforce the said measure, Ordinance 8457, in close coordination with the city’s social welfare chief, Re Fugoso.

Moreno said the ordinance prohibits youngsters aged 18 or less from loitering, wandering or standing by in public areas from 10 p.m. to 4 a.m. of the following morning, as he enjoined the full cooperation of  parents and guardians, whom he warned against non-cooperation.

Moreno’s order came after receiving information regarding a riot taking place in Delpan, Tondo and which involves minors.  This prompted Moreno to visit the area personally and make the rounds from 11 p.m. to 1 a.m., accompanied by Maj. Jhun Ibay, chief of the Special Mayor’s Reaction Team (SMART).

Unfortunately, Moreno spotted vagrant children snffing solvent so they were hauled and brought to the Manila Social Welfare Department (MSWD).

Meanwhile, Moreno said no special permits will be given that will allow vendors to once again occupy Divisoria for the duration of the Christmas season.

“Basta pipilitin po natin manatiling ganyan pa rin ang kalye ng Recto, Soler, at Juan Luna at ‘yung iba pang lugar na pinanatili nating naibalik sa taumbayan. Tingin ko naman ho, mas lalaki ang benta kasi nakikita niyo ‘yung Roman at Ilaya, Tabora, Carmen Planas, ‘yung mga lugar na ‘yan may mga tinda ang mga kababayan natin diyan. ‘Yung mga nawala dito, du’n naman natin nilagay, in-accommodate du’n sa likod mismo ng Tutuban,’ Moreno said.

Moreno stressed that once vendors are allowed to again occupy the area, it might be difficult to clear the road again, adding that giving back road use to the public is his paramount concern.

‘Basta po kami, sampu ng mga kawani ng Pamahalaang Lungsod ng Maynila, wala po kaming masamang intensiyon, sa totoo lamang. Karapatan ng kahit sino kung ano ang isipin niya. Basta po tayo, ang gusto lang natin, walang magka-cutting trip lalo na magpa-Pasko,’ Moreno said.
