MANILA Mayor Isko Moreno yesterday directed the Special Mayors’ Reaction Team (SMaRT) to crack down on fixers and those patronizing them, saying with the systems in place, fixers have no more place in City Hall.
Moreno’s order came after two female senior citizens acting as fixers were arrested inside the Manila City Hall by SMART operatives under its head Maj. Jhun Ibay.
Now facing charges of robbery-extortion are suspects Victoria Navarro, 67, who claimed to be a licensed reverend, of 2279 Iridium St., Sta. Ana, Manila and Angelina Montemayor, 64, of 2279 Arellano St., Sta. Ana, Manila.
Ibay said the two were nabbed after a complaint was lodged before the office of Atty. Cris Tinorio, head of the Local Civil Registry Office, by victim Catherine Gonzalez, 48, of B 1 L14-A Everlasting Subd., Las Pinas City.
According to Ibay, the suspects were arrested by PCapt.Edward Samonte in front of Room 239 of the Manila City Hall.
The victim said that she was asked to pay P15,000 for the processing of her sister’s birth certificate and after much haggling, the amount was reduced to P1,300. The victim then went to Tinorio who, in turn, sought assistance from Ibay’s office.
