GUARD your children well.

Thus, Manila Mayor Isko Moreno advised parents yesterday, in the light of reports that a group of young bullies nearly burned a balloon vendor to death out of sheer fun, while the latter was resting beside a barangay hall in West Zamora, Pandacan, Manila. The incident took place at around 3 p.m. last February 12.

A CCTV footage of the incident had gone viral and Moreno said three of the suspects have been identified. Barangay authorities reportedly said that seven were involved, five of them minors.

The vendor, identified as Oliver Rosales, survived the fireball caused by the prank but suffered second-degree burns. He had reportedly agreed to a cash settlement.

Based on information gathered, Moreno said the suspects are all bums who even showed no remorse for what they had done.

Moreno lauded the concerned citizens who rushed the victim to the nearest hospital where he was treated for burn injuries in the head, face, ears, arm, hands and legs.

Rosales said the balloons were tied to him and was surprised when he saw them already ablaze.  The flames went down on him and by instinct, he kicked the balloons away from him and used his hand to remove the burning plastics falling down on him.
