NATIONAL Capital Region Police Office director Major General Debold M. Sinas yesterday said he has ordered the relief of the Las Piñas City Police Station chief for unauthorized absences and his failure to inform his superiors of his trip to the province to seek medical assistance amid the General Community Quarantine (GCQ) rules.
Colonel Segundo Lagundi was found to have left Metro Manila without proper authority when he went to his home in Tuguegarao City last June 25 and had himself admitted at the St. Paul Hospital for kidney problems.
Maj. Gen. Sinas said they noticed the absence of Lagundi when they held a command conference last Saturday. Both Sinas and Southern Police District director Brigadier Gen. Emmanuel B. Peralta said that the official did not seek any written or verbal permission from them to leave his post and go to Cagayan province.
he official was found to have filed for a 15-day sick leave and declared he would only be in Quezon City. However, he left for Tuguegarao City without any medical certificate from the NCR Regional Health Service and a travel authority from the Philippine National Police which is a violation of the PNP national headquarters’ guidelines on leave and travel during GCQ.
Following his unauthorized travel, Lagundi’s policeman-driver was ordered quarantine for 14-days at the Regional Health Service 2 hospital and subjected to a rapid test.
Lagundi was also ordered subjected to an RT-PCR swabbing at the Cagayan Valley Medical Center yesterday. Sinas said that in case he refuse to cooperate, he will be subjected to criminal and administrative charges.
