Manila Traffic and Parking Bureau man held for extort

AN alleged former member of the Manila Traffic and Parking Bureau (MTPB) was jailed while his two companions were able to escape during an entrapment operation by the Manila Police District (MPD) in Tondo, Manila, yesterday morning.

Now detained at the MPD-General Assignment and Investigation Section is Archelle Carbungco, 41,  a tricycle driver, of 309 Nepumuceno St., Tondo. His two cohorts reportedly eluded arrest after sensing the entrapment operation, leaving Carbungco behind.

Before the operation, one Mailyn Alcantara Alag, of Bagumbayan, Taguig City, complained that the suspects demanded P15,000 from her due to a traffic violaion.

In his report, PO1 Bover Lozano of the MPD-GAIS said the victim sought help at 7:30 a.m. yesterday. Apart from Lozano, those who responded were PO1 Jed Kelvin Magat, PO1 Asnor Hamdag, PO1 Larry Ramos,  PO1 Jaymer Datuin, PO1 Ricky Alba and PO1 Aldrin Amario.

The victim said their vehicle, a Fuzo Fighter closed van, was flagged down by the suspects who then demanded  P15,000. After some haggling, the amount was reduced to P4,500 and they all agreed to meet at a fastfood chain on Zaragosa Street, Road 10 in Tondo.

An entrapment operation was conducted, resulting in the arrest of one of the suspects. Police said the three had long been dismissed from the service.
